Sweden has the largest increase in labor underutilization for 1983-93 when part-time work for economic reasons is taken into account. Japan's rate increases most when discouraged workers are added. This article reinforces an earlier finding that Japan and Sweden, the countries with the lowest unemployment rates as conventionally measured, had by far the largest increases when the definition was expanded to include persons working part time for economic reasons and discouraged workers.
