Changes in unemployment insurance legislation during 1987

Illinois, Minnesota, and Wisconsin made extensive modifications to their laws; among the States generally, changes involved raising tax rates, restricting eligibility, and increasing qualifying requirements.  Financing provisions were amended in several States and most raised the maximum tax rates or made provision for extra assessments, or both, to strengthen their trust funds.
