JOB SUMMARY:
This position is located in the U.S. Agency for International Development (USAID),
Office of Inspector General (OIG), Office of Management, Information Technology Division.
The division is responsible for planning, developing, controlling and implementing
the complex computer based systems used in USAID/OIG worldwide operations, including
important design, development and system/software maintenance activities. The division
is also responsible for the critical management of OIG's automated systems that support
the operational requirements and all systems security. The team ensures the
confidentiality, integrity and availability of network, systems and data through the
planning, analysis, development, implementation and enhancement of OIG's information
systems' security programs and policies.
Key Requirements:
Federal employees must achieve time in grade to qualify

Background and/or security investigation is required.
Major Duties:
You will perform server and network configuration duties; design, configure and
install servers to support the OIG's mission critical applications.
You will ensure that systems are designed, maintained, and operated to meet
Division standards. Plan and deliver customer support helpdesk services, including
installations, configuration, troubleshooting in response to customer requirements
via Track-It!.
You will analyze and resolve integration and configuration problems related to
desktop, laptop and Citrix based remote access issues in a Windows Server 2003,
Microsoft Exchange 2003, and Windows XP environment. Supports storage area network (SAN)
and VMWare virtualization operations.
You will analyze design, develop and implement a wide range of complex IT hardware
and software to support large-scale LAN/WAN systems in OIG, to include protocols,
management systems, communications controllers and other network devices that support
extensive OIG world-wide operations.
You will manage workstation configuration and operation through Script Logic Desktop
Authority. Monitor appropriate sources for specific security patches and apply them as
appropriate or necessary in conjunction with nCircle results.
You will perform data backup and recovery tasks with working knowledge of Double-Take,
Symantec Enterprise Vault and NetBackup. Analyze and resolve connectivity issues within
the network environment. Serve on a technical team to assist in the implementation of a
multiple solutions.
QUALIFICATIONS:
You must have one year of specialized experience at a level close to the work of this
job that has given you the particular knowledge, skills, and abilities required to
successfully perform.
SPECIALIZED EXPERIENCE:
For the GS-12: One (1) year specialized experience
equivalent to at least the GS-11 level in the Federal government. Examples of qualifying
experience include (1) software design principles and methods and functionality and
operability of the current operating environment sufficient to ensure high reliability
and optimal availability of applications; (2) develop solutions to complex operational
problems; (3) evaluate the feasibility of implementing new technologies with current
environments; and (4) assist in the development, configuration, installation, and
maintenance of networked systems including local area networks (LANs) and wide area
networks (WANs) and perform routine network configuration management functions.
For the GS-13: One (1) year specialized experience
equivalent to at least the GS-12 level in the Federal government. Examples of qualifying
experience include: (1) assist and/or develop policies, procedures, and strategies that
ensure optimization and integration in the installation, configuration, and maintenance
of the operating environment; (2) assist and/or plan, design, develop, manage and enhance
highly efficient network systems that respond to agency's business requirement;
(3)develop, configure, install, and maintain networked systems including local area
networks (LANs) and wide area networks (WANs) and perform network configuration management
functions.
Additional Information About the Specialized Experience Requirements for This Position:
Experience analyzing, designing, developing, and implementing a wide range of complex
hardware and software to support large scale LAN/WAN Microsoft Windows 2003 systems with
Microsoft Exchange 2003, storage area networks and virtualization; perform work such as
identifying improved LAN hardware and software configurations; developing technical standards
and procedures for LAN and SAN development, implementation and management; develops and
updates customer policies and procedures; resolve issues related to the delivery of services;
serves as technical expert on the planning and coordination of activities required to design,
implement, and support Microsoft Windows XP operating systems; independently designs, develops,
and manages major software implementation projects.
You must be a U.S. citizen to qualify for this position.
After appointment, you will be subject to random testing for illegal drug use.
In order to qualify for this position, you must possess a Top Secret security clearance.
You must meet time-in-grade restrictions by the closing date of this annoucement.
How You Will Be Evaluated:
You will be evaluated to determine if you meet the minimum qualifications required; and
on the extent to which your application shows that you possess the knowledge, skills, and
abilities associated with this position as defined below. When describing your knowledge,
skills, and abilities, please be sure to give examples and explain how often you used these
skills, the complexity of the knowledge you possessed, the level of the people you interacted
with, the sensitivity of the issues you handled, etc.
1. Knowledge of local area and wide area networking principles and
concepts including protocols and network services in a Microsoft Windows Server 2003
environment with Microsoft Exchange 2003.
2. Knowledge of computer hardware, software, desktop operating
system Windows XP, LAN -based application software, Storage Area Networks, and Virtualization.
3. Skills in providing a full range of customer support services to
include desktop installation and configuration of hardware and software; utilizing Desktop
Authority and Track-It! software.
4. Knowledge of security principles and methods; nCircle vulnerability
scanning, patching, networks, and data; backup, recovery, and COOP processes with Symantec
Enterprise Vault, NetBackup, and Double-Take.
5. Ability to communicate complex topics effectively orally and in
writing with working knowledge of MS Visio, PowerPoint, and MS Office 2003.
