JOB SUMMARY:

This position serves as a Information Technology Specialist in the Information Technology and Special Audits Division (ITSA), Office of Audit (IG/A), Office of the Inspector General (OIG), with the U.S. Agency for International Development (USAID). IG/A/ITSA provides auditing functions under the technical direction of an Assistant Director in auditing USAID, U.S. African Development Foundation (ADF), Inter American Foundation (IAF) and Millennium Challenge Corporation (MCC) information technology and systems programs and operations.

RELOCATION EXPENSES WILL NOT BE PAID

Major Duties:

At the full performance level, the incumbent will carry out the full range of electronic data processing (EDP) support functions in the USAID auditing functions under the technical direction of an Assistant Director, in auditing USAID information technology and systems programs and operations.

Performs a variety of high-level special EDP audit assignments involving national policy and performance matters of USAID.

Develops, writes and reviews all types of EDP audit products for top management and Congressional distribution which include audit guides and programs, audit findings and reports, special reports, and high level briefing documents.

Provides liaison with other agency personnel: Government Accountability Office (GAO); Office of Management and Budget (OMB); etc. and professional organizations in various EDP audit matters for the Office.

QUALIFICATIONS:

APPLICANTS MUST MEET THE MINIMUM REQUIREMENTS OF THE OFFICE OF PERSONNEL MANAGEMENT'S OPERATING MANUAL QUALIFICATION STANDARDS FOR GENERAL SCHEDULE POSITIONS

You must have one year of specialized experience at a level close to the work of this job that has given you the particular knowledge, skills, and abilities required to successfully perform.

SPECIALIZED EXPERIENCE:

For the GS-11:   One (1) year equivalent to at least the GS-09 level in the Federal government. Examples of qualifying experience include retrieving and analyzing data and developing databases or spreadsheet files, designing and preparing reports of the retrieved information; prepare clear and concise manuals/instructions on how programs are utilized.

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

In order to qualify for this position, you must possess a Top Secret security clearance.

You must meet time-in-grade restrictions by the closing date of this annoucement.

You will be required to make occasional travel.

How You Will Be Evaluated:

Subject matter experts evaluate qualified applicants based on the extent to which their documented experience and/or education demonstrates possession of the following knowledge, skills, and abilities (KSAs). As noted in the 'How to Apply' section of this announcement, applicants must provide a narrative statement, in addition to the application or résumé, addressing each of these KSAs separately in order to receive consideration. When describing your KSAs, please be sure to give examples and explain how often you used these skills, the complexity of the knowledge you possessed, the level of the people you interacted with, and the sensitivity of the issues you handled.

Knowledge, Skills and Abilities (KSAs):

1.   Ability to work in a team environment to assist auditors and/or investigators on technical issues, which may include researching information technology policies and standards; emerging technology; and concepts and theory of computer resources. Ability to learn standards and techniques for assisting auditors and/or investigators.

2.   Possess knowledge to retrieve data from information systems (e.g., spreadsheets and databases), including how to write queries and/or sort data. Ability to successfully learn and use software tools for analyzing data.

3.   Ability to implement innovative technology to improve operations and understand and utilize software, including-at a minimum- word processing, database, spreadsheet applications.

4.   Demonstrated ability to successfully communicate orally and in writing, including ability to work in a team, discuss technical issues with customers and write technical and non-technical documents for laypersons.
