BACKGROUND |
: |
In 2003, the US Government’s President’s Emergency Plan for AIDS Relief (PEPFAR) was launched. PEPFAR is a five-year, $15 billion, multifaceted approach to combating HIV/AIDS, coordinated out of the State Department’s Office of the Global AIDS Coordinator (O/GAC) in Washington DC. The majority of PEPFAR funds are focused on 15 countries, but significant foreign assistance for HIV/AIDS is also provided to Other Bilateral Countries, including India.
Since 2005, India has been included in the PEPFAR program. PEPFAR is the umbrella program for all US Government international HIV/AIDS assistance in India, bringing together the HIV/AIDS activities of USAID, HHS/CDC, DOD/ODC and DOL under the leadership of the U.S. Ambassador in India. The goal of this comprehensive program, with a total budget of $30 million for FY 2008, is (as stated in the PEPFAR five-year strategy, 2006-2010) to support the Indian National HIV/AIDS Control Program (NACP-3, 2006-2011) to stabilize the HIV/AIDS epidemic in India. As a PEPFAR country, India is required to complete an annual Country Implementation Plan and an Annual Progress Report. The PEPFAR management team is responsible for guiding the production of both plans and for strengthening coordination among the participating agencies.

BASIC FUNCTION OF THE POSITION: |
|
The contractor’s main responsibility will be to work with the PEPFAR management team to ensure the accurate, informative, and timely production of the annual Country Operational Plan and Annual Progress Report, based on a process of continuing planning and interaction among the agencies. The contractor will have the primary responsibility of providing leadership in developing and disseminating information about USG/India’s HIV/AIDS program. S/he will maintain oversight, together with the Strategic Information Advisor, for related activity monitoring, information gathering, documentation, and tracking of results. The contractor’s work performance will be evaluated based on his/her contribution to meeting the work requirements in the assigned areas of responsibility. |
DUTIES AND
RESPONSIBILITIES |

- As a member of the PEPFAR management unit, works with the unit to strengthen coordination across all USG agencies participating directly in the Emergency Plan (USAID, HHS/CDC, DOD/ODC, DOL) and with other USG Embassy offices and Consulates that implement HIV/AIDS activities.
- In collaboration with the Strategic Information Advisor, responsible for review, validation, harmonization of final justified targets and results, and data entry for the Country Operational Plan and Annual Progress Report.
- Serves as the primary manager for documentation and communication activities. Acts as the Emergency Plan Extranet Liaison, responsible for managing and monitoring the Extranet public website and the internal PEPFAR/India team site.
- Writes and edits communication reports, success stories and one-pagers specific to PEPFAR for promotion of Emergency Plan activities and maintains records of reports and success stories developed by individual agencies.
- Manages planning, logistics and documentation of special events, site visits, briefings, and meetings related to PEPFAR (in India or overseas), and coordinates logistics for visitors to PEPFAR sites.
- Serves as the primary manager for documentation activities, maintains and disseminates current information on PEPFAR results and activities to OGAC, NACO, UNAIDS, and donors and interacts with NACO, UN agencies and donors to respond to their requests for information.

EDUCATION |
: |
Possession of a Bachelors Degree in a discipline appropriate to the field of specialization of the position is required. |
WORK
EXPERIENCE |
: |
From two to five years of progressively responsible experience is required. Experience in the field of communication is desirable. |
LANGUAGE |
|
Fluency in English is required. Ability to conceptualize, draft and publicize information about USG programs and to prepare presentations is needed. |
KNOWLEDGE |
:
|
Knowledge of working on development programs is required. Knowledge of and/or experience in working on programs in HIV/AIDS and/or PEPFAR and a sound knowledge of USAID or other USG agency programming principles, regulations, and methodologies is highly desirable. |
ABILITY
& SKILLS |

The ability to establish and maintain contacts with counterparts in relevant host-government and private-sector organizations is required. The ability to communicate effectively, both orally and in writing, is essential. The ability to obtain, evaluate, and interpret factual data and to prepare accurate and complete reports is necessary. Strong computer skills are required, with knowledge of MS Word, Excel, and PowerPoint software. |

Incumbent works directly under the supervision of PEPFAR Coordinator. |
GUIDELINES |
: |
The incumbent is guided by Guidelines issued by the Office of the Global AIDS Coordinator (O/GAC), including policy statements and technical and programmatic guidelines; and by USG/India’s Five Year HIV/AIDS Strategy and Annual Country Operational Plan. The incumbent will also follow USAID office procedures. |
EXERCISE OF JUDGMENT |

The incumbent will be required to exercise good judgment to effectively and efficiently manage the strategic information requirements of O/GAC and the Emergency Plan, and in all interactions with USG agency representatives and the implementing partners. Discretion and respect for individual agency’s concerns are essential skills for this position. |
NATURE, LEVEL AND PURPOSE OF CONTACTS |
: |
The incumbent will assist in maintaining liaison with USG agencies and offices in India and their prime partners and with the relevant officials at MOHFW, UNAIDS and donors supporting HIV/AIDS for collecting and compiling information. |
SUPERVISION EXERCISED |
: |
Incumbent does not have direct supervisory responsibility. |
ADDITIONAL REQUIREMENTS |

Must be able to obtain medical and security clearances. |
