Technical Advisor, Level I: Micronutrients Program Advisor

The Micronutrients Program Advisor (Advisor) is a programmatic and technical advisor who supports the implementation of USAID's micronutrient strategy. The Advisor is responsible for assisting in the design, implementation, monitoring, and evaluation of global, USAID-funded micronutrient activities. The specific technical focus includes USAID's food fortification, iodine, and iron programs, for which the Advisor will work in collaboration with USAID's overseas Missions, Regional Bureaus, and implementing agencies. S/he will also serve as liaison and work closely with multilateral and bilateral agencies, as well as with the private sector towards facilitation of global micronutrient activities.

The Advisor will sit in the Nutrition (NUT) Division of the USAID's Bureau for Global Health's (GH) Office of Health, Infectious Diseases, and Nutrition (HIDN).

Office of HIV/AIDS

Technical Advisor, Level II: Cultural Anthropologist

Location: Washington, DC

The Cultural Anthropologist will assist USAID and U.S. Government (USG) field teams and other operational units, host-country governments, and implementing partners in the design and implementation of culturally-appropriate HIV/AIDS programs. The incumbent will focus particular attention on addressing cultural beliefs and practices relating to risky sexual practices and to inappropriate health-seeking behaviors in generalized epidemic contexts in Africa. The Advisor will analyze the data and research on social norms, cultural belief systems, and practices and apply anthropological approaches, perspectives, and tools to the development of strategies and programs to reduce HIV/AIDS transmission and increase uptake of HIV/AIDS services.

Programmatic guidance for this position will be provided by the Chief of the Technical Leadership and Research (TLR) Division in the Office of HIV/AIDS (OHA) within USAID’s Bureau for Global Health (GH). The Cultural Anthropologist will also work within a multidisciplinary team, including other OHA staff working on prevention and other HIV/AIDS services, and relevant interagency USG Technical Working Groups (TWGs) which provide leadership within the U.S. President’s Emergency Plan for AIDS Relief.

Technical Advisor, Level II: HIV/AIDS Community Care and Prevention Advisor

The HIV/AIDS Community Care and Prevention Advisor (Advisor) will serve as a member of the Technical Leadership and Research Division (TLR) within the Office of HIV/AIDS (OHA) in USAID's Bureau for Global Health (GH). Serving as an HIV/AIDS subject matter specialist, the Advisor will assist USAID Missions, regional field offices, regional bureaus, cooperating agencies (CAs), private voluntary organizations, host-country governments, and nongovernmental organizations in the design and implementation of HIV/AIDS community-based care and prevention programs. S/he will analyze data, reports, and other information about HIV/AIDS care, both domestically and internationally, and review relevant policies so as to recommend appropriate USAID policy and programs. Technical Advisor, Level II: Monitoring and Evaluation Advisor

The Monitoring and Evaluation Advisor will serve as a member of the Monitoring, Evaluation & Reporting (MER) Team within the Strategic Planning, Evaluation and Research (SPER) Division in the Office of HIV/AIDS (OHA) within USAID’s Bureau for Global Health (GH) and support the monitoring and evaluation activities within the Division. Under the direction of the MER Team Leader, the Advisor will provide general support to the Division’s activities that include project performance monitoring; program level data gathering/validation; and, trend monitoring and reporting. Working closely with the MER Team, the Advisor will support the development of HIV/AIDS surveillance systems, and assist with the oversight, management, and reporting on HIV/AIDS surveillance indicators and targets for these activities. He/she will serve as the Division’s specialist for monitoring and evaluation, provide technical input on surveys, and assist with operational research, tracking studies, and program assessments.

Technical Advisor, Level II: Public Health Evaluation Advisor

The Public Health Evaluation Technical Advisor will serve as a member of the Technical Leadership and Research (TLR) Division within the Office of HIV/AIDS (OHA) in USAID's Bureau for Global Health (GH).

Under the guidance of the Health Science Administrator, the Public Health Evaluation Technical Advisor will be responsible for research, evaluation, and technical support to country teams including: protocol development, implementation, management, and reporting of research being conducted at USAID/Washington and its field Missions to test behavioral and biomedical prevention strategies to reduce the incidence of HIV/AIDS. S/he will coordinate, plan, monitor, develop, and write complex scientific protocols; coordinate activities of study sites to ensure protocol and human subject protection compliance; and, assist in the development of solutions to complex design and implementation problems that impact the timely and accurate conduct of research.

Office of Population and Reproductive Health

Technical Advisor, Level III: Health Policy and Gender Advisor

The Health Policy and Gender Advisor ("Advisor") will be based in the Policy, Evaluation, and Communication (PEC) Division, one of four divisions within the Office of Population and Reproductive Health (PRH) in USAID's Bureau for Global Health (GH). Within PEC, the Advisor will serve as a Technical Advisor for the office's Health Policy Initiative (HPI) Indefinite Quantity Contract (IQC) and HPI Task Order 1 (HPI/TO1) (60 percent level of effort), and as a Gender Technical Advisor in PRH (40 percent level of effort).

In the Gender Advisor capacity, the incumbent will be part of a PRH gender team. As a member of this team s/he will serve as a point person for all gender-related issues in PRH, as the co-lead of the Gender Global Technical Priority, and as a USAID coordinating member of the Interagency Gender Working Group (IGWG). In this role, the Health Policy and Gender Advisor will provide technical leadership and oversight of gender activities, including in the areas of gender-based violence, men's engagement, and youth and gender.

Regional Bureaus and Missions

Health Management Information System Advisor

Location: Abidjan, Côte D'Ivoire

The Health Management Information System (HMIS) Specialist will work with the country U.S. President's Emergency Plan for AIDS Relief team in Côte D'Ivoire, including the U.S. Centers for Disease Control and Prevention (CDC), USAID, and forthcoming U.S. agencies, and will provide technical assistance for all HMIS activities that are supported by the U.S. Government in Côte D'Ivoire.

As part of his/her primary responsibilities, the incumbent will provide technical expertise in the design, strengthening, and maintenance of information systems (paper and electronic) to support HIV/AIDS activities within the scope of the Emergency Plan in Côte D'Ivoire. Systems to be strengthened or developed will address the collection, management, analysis, and use of HIV/AIDS-related data for patient care tracking, program monitoring and evaluation, and measuring disease burden and trends in Côte D'Ivoire.

HIV/AIDS Senior Program Advisor

The Senior Program Advisor will work on USAID's HIV/AIDS Crisis Mitigation Team, who is responsible for design, implementation, monitoring, and evaluation of all activities under the Investing in People program area.

Technical Advisor, Level I: Health Program Advisor

Utilizing Africa public health programming experience, the Health Program Advisor will gain an understanding and appreciation for the central functions of a decentralized donor agency in program planning, implementation, and evaluation. Technical Advisor, Level III: Senior Public Health Advisor

Location: Kathmandu, Nepal

This position serves as the Senior Public Health Advisor (Advisor) for maternal and child health (MCH), family planning/reproductive health (FP/RH), and HIV/AIDS for the USAID/Nepal Office of Health and Family Planning (O/HFP).

The Advisor is responsible for providing technical leadership and programmatic guidance in the design, implementation, monitoring, and evaluation of MCH, FP/RH, and HIV/AIDS activities and the linkage and integration of these activities. The Advisor receives daily direction from the USAID/Nepal O/HFP Director, and works collaboratively and serves as a technical mentor to expatriate technical advisors and Foreign Service National (FSN) professionals working with USAID in areas related to these technical areas. In partnership with the O/HFP Director and Deputy Director, the Advisor interacts with multilateral and bilateral agencies, the Government of Nepal, nongovernmental organizations (NGOs), the private sector, and other key stakeholders involved in MCH, FP/RH, and HIV/AIDS programs.
