JOB SUMMARY:
This position is with the United States Agency for International
Development's (USAID), Office of Inspector General (OIG), Immediate
Office (IO). The incumbent reports directly to the Chief of Staff and
assists in providing a full array of administrative services to an office
of 10 employees. The position is responsible for ensuring compliance with
all the administrative support activities required by the IO, and for
facilitating the work of OIG attorneys, auditors, investigators, management
analysts, and other staff assistants by assuming responsibility for carrying
out the significant administrative work performed in the organization.
RELOCATION EXPENSES WILL NOT BE PAID
Major Duties:
Develops and implements quality control systems to ensure correspondence and communications
are produced and filed in compliance with all relevant agency guidance and direction and
properly reflect OIG policies and procedures. Works closely with the IO staff to coordinate
and implement the administrative aspects of important policy initiatives and related
confidential and controversial OIG projects and reviews. Trains office management and staff
on adherence to program requirements. Advises the staff on the potential uses and benefits
of automation to improve the efficiency of office programs, and researches and investigates
new and improved business and management practices for application to the program managed by
the IO. Develops new and modified administrative program policies, regulations, goals and
objectives as required to maintain and improve program effectiveness in the office.
Reviews correspondence, reports, publications, hearings, and other sources of interest to
the IO and prepares synopses for review and possible action. Arranges for meetings with key
officials within and outside OIG, as well as with various ad hoc committees and interested
groups. Reviews, assembles and provides materials for use by the IO and prepares drafts of
speeches or portions thereof as directed. Reviews correspondence addressed to the IO and
determines the appropriate disposition. Reviews correspondence for correct grammar and format,
and personally composes and signs non-technical administrative correspondence. Exercises
responsibility for complete and accurate handling of Secret and other sensitive materials
within the organization. Maintains the calendar for the IO staff, manages the IO filing
system, plans official functions, and enters data into the IO legislative database. Makes
travel arrangements for the IO staff, conducts basic searches of numerous databases
(I.Q. West Law, etc.) and performs all other administrative requirements that arise.
Qualifications:
You must have one year of specialized experience at a level close to the work of this
position that has given you the particular knowledge, skills, and abilities required to
successfully perform. Typically this experience would be in work within this field or a
field that is closely related.

Qualification Standards Handbook.
To qualify based on experience:
GS-09: To qualify based on education, applicant must
posses a Master's or equivalent graduate degree or two full years' of progressively higher
level graduate education leading to such a degree or LL.B or J.D., if related
OR
1 year equivalent to at least the GS-7 level in the Federal government. Examples of
qualifying specialized experience include reviewing correspondence and other written materials
in order to prepare synopses for review and/or action; coordinating meetings, reviewing,
assembling and providing materials for supervisor's use; making travel arrangements, and
maintaining the supervisor's calendar.
GS-07: 1 year equivalent to at least the GS-05
or one full year of graduate level education or superior academic achievement. Examples
of qualifying specialized experience include reviewing correspondence and other written
materials in order to prepare synopses for review and/or action; coordinating meetings,
reviewing, assembling and providing materials for supervisor's use; making travel arrangements,
and maintaining the supervisor's calendar. These duties, while similar to those listed above,
may have been performed under closer supervision than those listed for the GS-09 grade level.
You must be a U.S. citizen to qualify for this position.
You must submit to a drug test and receive a negative drug test before you can be appointed
into this position.
In order to qualify for this position, you must possess a Top Secret security clearance.
You must meet time-in-grade restrictions by the closing date of this announcement.
You must be able to type at least 40 words per minute. You can self-certify by submitting
a statement of proficiency.

4. Ability to communicate correctly, orally and in writing, and in accordance with the GPO Style Manual.
