JOB SUMMARY:
The Office of Inspector General (OIG) is an independent organization that
is responsible for the audit, investigation and fraud control activities
relating to USAID's worldwide programs and operations. We are interested
in individuals who are committed to superior service and who can help us
continue to meet these high standards. We are seeking a highly motivated
and qualified individual to provide Human Resources advice and expertise to
all levels of OIG management and its employees.
This position is located in the Office of Inspector General (OIG), Office
of Management, Human Capital Division, which provides the management, policy
development and interpretation and administration of all HR programs relating
to recruitment, appointment, recognition and evaluation, development and
termination of Civil Service (CS), Foreign Service (FS), Senior Executive
Service (SES) and Senior Foreign Service (SFS) employees on a worldwide basis.
The Division is also responsible for providing advice and assistance to managers
and employees in employee relations matters, including disciplinary issues,
security requirements, travel and relocation.
Key Requirements:
Federal employees must have time in grade to qualify.
Designated and/or Random Drug Test is required.

Major Duties:
You will, at the full performance level, serve as a Human Resources (HR) generalist
responsible for carrying out a wide range of complex HR functions for Civil Service (CS),
Foreign Service (FS), Senior Executive Service (SES) and Senior Foreign Service (SFS)
personnel that include classification and position management, recruitment and staffing,
employee relations, pay administration, and performance management.
You will provide expert human resources management advice, authoritative policy
interpretation to managers on complicated human resources processes and issues, timely
and responsive customer service at all levels of the organization.
You will advise senior officials on complex problems and interpretations involving staffing
and recruitment procedures, employee evaluations, employee benefits and entitlements affecting
SES and SFS employees' benefits and entitlements affecting SES and SFS employees.
You will advise human capital staff on requirements for processing retirements for civil
service and foreign service personnel, counsel employees on all aspects of retirement and
reemployment in the federal government. Review office compliance with rules and regulations
governing retirement and reemployment activities, as well as its compliance with other human
resources services.
You will classify general schedule and foreign service positions, prepare evaluations and
consult with supervisors in the area of position management.
You will complete SF-52's assigning appropriate nature of actions codes and enter personnel
actions into National Finance Center's (NFC) personnel database, ensuring accuracy of such
actions.
You will research and respond to technical inquiries from a wide range of sources including
managers and employees, inquiries may include assignments, tours of duty, allowances, medical,
and language training for Foreign Service and for all employees, travel, leave usage and
entitlements, military service, retirement eligibility, payroll matters, security, life and
health insurance. Respond to questions of new employees and provide advice and assistance to
OIG staff on benefits options which may include makings changes, thrift saving plan changes,
options available and regulatory requirements surrounding benefits coverage of an employee in
a nonpay status, withdrawing money from retirement accounts, obtaining lump sum payment for
leave and etc.
You will work closely with Division Director and Team Leader to define problems, determine
areas of procedural and regulatory deficiencies, assess impact of deficiencies and provide
recommendations to management that are designed to correct a wide range of HR problems and
discrepancies in the organizations.
Qualifications:
You must have one year of specialized experience at a level close to the work of this job
that has given you the particular knowledge, skills, and abilities required to successfully
perform.
Qualification Requirements:
Qualifying experience for the GS-12 level includes one year of specialized experience at
least equivalent to the GS-11 level which is in or directly related to the line of work of
the position to be filled and which has equipped you with the particular knowledge, skills,
and abilities to successfully perform the duties of the position. Examples of qualifying
specialized experience include: (1) work that involved knowledge of and skill in applying
methods, principles, and practices of the human resources field, particularly those relating
to the functional areas of recruitment, position classification, and employee relations and
etc.; (2) knowledge of staffing, recruitment, benefits, position classification, position
management, employee relations, and/or human resource development and/or skill in applying
a wide range of methods, principles and practices in the HR field.
Qualifying experience for the GS-13 level includes one year of specialized experience at
least equivalent to the GS-12 level which is in or directly related to the line of work of
the position to be filled and which has equipped you with the particular knowledge, skills
and abilities to successfully perform the duties of the position. Examples of qualifying
specialized experience include: (1) work that provides comprehensive human resources services
to management and employees; (2) providing recommendations and alternatives to management of
a wide range of human resources concepts, principles, practices, management practices,
recruitment and retention incentives, organizational design, position classification and
position management.
ADDITIONAL INFORMATION ABOUT THE SPECIALIZED EXPERIENCE REQUIREMENTS FOR THIS POSITION
Specialized experience is further defined as experience providing advice and guidance to
management or employees on HR policies and procedures; providing staffing, recruitment and
employment program support using the full range of appointment and special hiring authorities;
pay administration; processing requests for personnel actions; experience in human resources
classification activity such as performance of position management reviews and desk audits;
evaluations of duties to make determinations on appropriate title, series and grade of position;
experience in writing position descriptions, applying classification standards and developing
legal and acceptable evaluation statements supporting title, series and grade assigned; and
providing technical guidance to management on a variety of conduct and performance-based actions,
grievances, and appeals. Work within the human resources field or a field that is closely
related.

position classification and position management.
4. Knowledge of human resources functions in order to assist supervisors with options concerning
performance and conduct cases.
5. Skill in writing to clearly present complex and technical data in order
to support recommendations.
