Job Summary:

This position is with the United States Agency for International Development (USAID), Office of Inspector General, Office of Audit, Financial Audits Division. The Office of Inspector General's (OIG) mission is to promote and preserve the Agency's effectiveness, integrity, and efficiency through the detection and prevention of fraud, waste and abuse in activities and programs.

The Financial Audits Division is responsible for financial statements, records, and operations. The incumbent manages a professional staff of up to 15 auditors and three support staff in overseeing headquarters' financial and financial-related audit activities.

RELOCATION EXPENSES WILL NOT BE PAID.

Major Duties:
The incumbent of this position performs the duties of Audit Director, Financial Audits, in managing multiple financial and financial-related audits of the U.S. Agency for International Development’s (USAID) financial statements, records and operations. The incumbent manages a professional staff of up to 18 auditors and three support staff in overseeing headquarters’ financial and financial-related audit activities. Directs development of audit plans and budget for the office. Assesses size of financial audit universe, determines audit risk, and considers legislative mandates and Agency management concerns. Supervises professional staff in the performance of multiple financial and financial-related audit assignments such as surveys, audits, follow-up audits, audits of hot-line allegations and special audits and analyses. Ensures implementation of Generally Accepted Government Auditing Standards (GASAS) and procedures and guidelines, consistent with the standards established by the Inspector General (IG).

Qualifications:
All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook.

BASIC REQUIREMENTS: In order to be considered for this position, you must meet the basic requirement described below.

A. Degree - accounting; or a degree in a related field, such as business administration, finance, or public administration, that includes or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term 'accounting' means 'accounting and/or auditing' in this standard. Similarly, 'accountant' should be interpreted, generally, as 'accountant and/or auditor.')

OR

B. Combination of education and experience - at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six (6) hours in business law;

2. A certificate as a Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24- semester-hour requirement of paragraph A, provided that:

(a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining;

(b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course of study described in paragraph A; and

(c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the above basic requirements, applicants must meet the requirements below for specific grade levels.

In addition to meeting the basic qualification requirements, applicants must have specialized experience and/or directly related education in the amounts shown below:

You must have one year specialized experience equivalent to at least the GS-14 level in the Federal government.

You must be a U.S. citizen to qualify for this position.

You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

In order to qualify for this position, you must possess a Secret security clearance.

You must meet time-in-grade restrictions by the closing date of this announcement.

You will be required to make occasional travel.

Knowledge, Skills, and Abilities (KSAs)

  1. Professional knowledge of accounting and auditing principles concepts, and techniques to serve as an expert on the interpretation and application of accounting theory and methodology, especially as they relate to conducting financial audits in accordance with the requirements of the Government Management Reform Act.
  2. Professional knowledge of management principles and practices as applied in the operation of an office.
  3. Knowledge of personnel management policies relative to the responsibilities of a supervisor in such areas as employee relations, recruitment, and performance appraisal.
  4. Skill in presenting oral and written presentations in a clear, concise and logical manner.
