Many see that the American markets are currently in crisis with investor confidence waning dramatically. The SEC takes its share of the blame partly because it does not promptly and rigorously enforce its own rules (particularly the Reg SHO T+3 rule).

The lack of effective oversight, the failure to promptly and strictly enforce its own rules, the failure to apply penalties consistent with the magnitude of the violations and the SEC's deferred actions are marvelously advantageous to those that engage in illegal naked short selling in the current market.

Apply the current rules now:

- Take strict and immediate action against the current T+3 violators
- Dont assist violators by granting exceptions to the T+3 rule
- Dont assist violators by allowing a grandfathering period
- Dont defer taking action by reopening comment periods.
