New USAID Representative for Guyana Sworn In

WASHINGTON, DC - The U.S. Agency for International Development (USAID) announced today the swearing in of Fenton Sands as its new USAID Representative for Guyana. Deputy Administrator Frederick W. Schieck administered the oath to Mr. Sands.
As USAID Representative for Guyana, Mr. Sands will oversee a program totaling approximately $12 million in economic assistance. The program provides assistance to Guyana on focus areas such as HIV/AIDS awareness and prevention, improving the climate for private investments and strengthening democracy and governance.
Guyana has the second highest HIV prevalence rate in Latin America and the Caribbean. USAID is working with local non-governmental organizations to promote behavioral changes through a series of mini-campaigns, street theater, peer education and referral services. USAID is also working to expand opportunities for the poor by fostering policies that promote equity, fiscal stability, foreign and domestic investment, increase exports, labor-intensive growth and job creation. Improving a more informed law-making and regulatory process, increased capacity to execute judicial cases in a timely manner, capacity to conduct free and fair elections, and activities to strengthen local governance are of priority for the Mission of Guyana.
With over twenty-one years of experience at USAID, Mr. Sands began his career as an Agricultural Economist with several overseas assignments including Zaire, Uganda and Morocco. He later served as the Chief of Policy Analysis in the USAID/Egypt Mission and later as Chief of the Trade, Agriculture and Private Sector in the USAID/Ghana Mission. In 2002, Sands returned to Washington as Chief of the Project and Food Policy Division in the Africa Bureau, Office of Development Planning. In 2004, he became Chief of the Economic Growth, Environment and Agriculture Division in the Africa Bureau, Office of Sustainable Development.
Born in Robertsport, Liberia, Mr. Sands received his B.S. degree from Cornell University in agriculture economics and obtain his M.S. degree in the same discipline from Michigan State University. In 1984, Sands received his Ph.D. from Michigan State University in agriculture economics. Fluent in French, Sands is married to Cynthia Mosley and has two sons.
