Overview: The Partnership is working to
address high injury rates, reduce workers' compensation costs, and
identify and recognize superior safety and health management systems.
Results: This successful Partnership continues to reduce injury and
illness rates. The day's away rate for this Partnership decreased from
6.1 in 2003 to 4.3 in 2004, a 29.5% reduction and well below the
national average. This Partnership's overall safety and health
management system was enhanced in 2004 through improvements to
management involvement. In 2004, the new AGC safety director and the
compliance assistance specialist presented seven residential
construction training sessions. In 2005, they jointly presented an
additional nine sessions and a steering committee of partnership
safety directors began developing leadership training for their
members' superintendents and foremen. This training will cross
membership boundaries since not all partners are AGC members.
Even though the amount of construction in the state has grown rapidly,
the partners have maintained a low rate of fatalities, and the rate of
injuries and illnesses is declining. Since the Partnership’s inception
in 1996, only one fatality has occurred involving a partnered company.
In 2007, the third annual Safety Fest of the Great Northwest was held
at the URS Washington Division Corporate headquarters in Boise, ID.
OSHA co-sponsored the event with URS Washington Division Corporate,
the AGC, Idaho Department of Technical Education, and American Society
of Safety Engineers. A vendor area comprised of private companies and
government agencies was available to provide information to attendees
for two days of the conference. A total of 613 people participated in
the four day event, an increase of 90 from the previous year. ID
Governor C.L. Otter, the keynote speaker, and Dean Ikeda, OSHA’s
Region 10 Deputy Regional Administrator, spoke during the opening
session.

Overview: This Partnership promotes
Partnerships between OSHA and the timberland owners and their logging
contractors. To enter into a Partnership, the contractors must agree to
adhere to progressive requirements for managing site safety and health.
Timberland owners must provide contractor oversight to ensure the
contractors effectively manage site safety and health. The effective
management of safety and health hazards on the logging sites will be
determined by OSHA prior to establishing the Partnership. By reviewing
evidence of regular and effective safety audits and inspections,
accident investigations and injury/illness data, OSHA will verify that
the Partnership requirements are met and program goals are attained.
Results: OSHA renewed the Partnership in 2004 after evaluation showed
that the partners continue to have a strong commitment to health and
safety, including training and education, recordkeeping, hazard
analysis, and other initiatives that protect the safety and well-being
of their employees. Since 2005, in response to multiple logging
fatalities after several fatality-free years, there have been increased
efforts to provide safety training and to enhance communication within
this industry segment.
In 2007, Potlatch Corporation trained approximately 750 employees. The
employee training included reviewing the results of safety audits
conducted throughout the previous year and highlighted trends observed
during the audits. The employee training focused on felling methods and
danger trees. Potlatch also trained approximately 150 owners and
principles at their annual contractors meeting. Again, the findings of
the safety audits were reviewed with the owners and those areas that
needed attention were highlighted. |

Overview: This Partnership is an offshoot of
the general contractor targeting Partnership and involves the Boise
Area Office and the construction specialty trades subcontractors. Among
the specialty trades are excavation, concrete work, structural steel
erection, carpentry, roofing, electrical work, painting, heating/air
conditioning, masonry and plastering. Participating subcontractors must
adhere to strict requirements for managing site safety and health in
exchange for priority consideration for OSHA outreach and technical
assistance.
Results: In 2003, this Partnership included 7 specialty contractors and
25 regular contractors. Ten inspections were conducted at the specialty
partnership sites, of which only one partnering specialty site received
a citation. During 2003, the partnering specialty contractors had a
total of 372 different construction sites. A total of 1340 compliance
audits were conducted, in which 611 OSHA violations were identified and
corrected immediately. This Partnership has increased employee
awareness of safety and health.
The fatality rates and number of hazards found on partnered sites have
decreased during 2006. The average EMR for the partnered subcontractors
in 2007 was 0.86 compared to 0.90 in 2006. Since the partnership’s
inception in 1996, only one fatality has occurred involving a partnered
company. |

Overview: In order to protect employees at the UCADF
and ensure that contractors operate safely, OSHA and the State of Oregon are
working together to promote safety and health and ensure consistent and
effective resolution of jurisdictional issues. This partnership is to
facilitate a joint federal-state presence during the start-up, operation, and
tear-down of the Umatilla Chemical Agent Disposal Facility (UMCDF) at the U.S.
Army Umatilla Chemical Depot.
Results: There has been a continuing offsite dialog between OSHA, Oregon OSHA,
and the company contracted to destroy chemical weapons at the depot. An onsite
VPP evaluation was conducted and Star status was awarded to the contractor on
February 12, 2007. As the contractor attained
VPP status,
all relationships continued to improve, and more employees are actively
involved in the safety processes.
The project is scheduled for completion in 2012. |

Overview: In an effort to reduce injuries and illnesses; improve hazard
recognition by all workers, supervisors and managers; and assist the employers in upgrading their
safety and health systems, OSHA, Crowley Petroleum Distribution, Alaska and the United Steel
Workers Local 4959 developed a Partnership agreement.
The partnership will focus in particular on reducing maritime facility-related injuries and
illnesses such as falls from elevation; struck by and electrical. The goals of this Partnership
include: reducing maritime facility worker injuries and illnesses in Alaska through OSHA
intervention actions and through the development of an effective working relationship with
terminal managers and union participants; improve employer safety and health systems through site
visits and increased hazard recognition training and identification.
Founded in 1892, Crowley Maritime Corporation now employs approximately 4,100 people and provides
its services using a fleet of more than 210 vessels, consisting of roll on roll off vessels; lift
on lift off vessels; tankers; tugs and barges. Crowley's land-based facilities and equipment
include terminals; warehouses; tank farms; office buildings; trucks; trailers; containers;
chassis; cranes and other specialized vehicles.
The Partnership agreement is scheduled to be completed in 2011. |
