1983. 68p. Contract awarded in FY 1982 to The Policy Research Group, 1120 19th Street NW #615, Washington, DC 20036.

This study provides additional evidence on the feasibility of exploiting the longitudinal enterprise information of the Small Business Data Base for purposes of addressing policy issues of concern to the SBA. Examined in this report are the 1978 characteristics of enterprises which were acquired and the 1980 characteristics of both the acquired businesses and the acquiring establishments. Also presented is a preliminary analysis of employment growth with respect to region, industry classification, employment size of the firm acquiring enterprise, and business age.

The Benchmarking of Sales Data in the Small Business Database

Joel Popkin
1987. 119p. Contract awarded in FY 1985 to Joel Popkin & Company, Inc., 1030 15th St. NW #860, Washington, DC 20005.

Most of the volatility in sales reports is attributable to large firms. There were significant differences found between the Census Bureau's Enterprise Statistics and the SBA's 1982 USEEM files regarding such items as sales per employee, possibly due to under representation of small firms in the USEEM files.

Robert F. Teitel
1987. 48p. Contract awarded in FY 1986 to Teitel Data Systems, 7315 Wisconsin Ave., Suite 727, Bethesda, MD 20416.

The manipulation of Dun and Bradstreet's Dun's Market Identifier (DMI) files into USEEM causes underreporting of single establishment small businesses and an aggregate over-reporting of multi establishment enterprises. Erroneous corrections on the DMI files are made by industry, establishment, and employment.

Developing A Micro and Macro Data Base for Small Business Research

Joel Popkin
1980. 36p. Contract awarded in FY 1979 to Joel Popkin &;Company, 1100 17th Street NW, Washington, DC 20036.

There has been considerable concern that an adequate comprehensive micro data base does not exist so that the Small BusinessAdministration can conduct needed research in the field of small business as required by Title 11 of the Small Business Act. This study shows the usefulness of such a micro data base for small business research.

Duk Won
1986. 73p. Contract awarded in FY 1985 to Applied Systems Institute, Inc., 1910 K Street NW, Washington, DC 20006.

This study constructs a 1984 U.S. Establishment and Enterprise Microdata (USEEM) file from data in the December 1984 Dun's Market Identifier (DMI) file. The 1984 data was then linked to earlier data to facilitate analysis of changes in the population and employment of businesses of all sizes since 1976.

Development of an Enterprise-Based Longitudinal Data File

1982. 101p. Contract awarded in FY 1981 to The Policy Research Group, Inc., 1120 19th Street NW, Washington, DC 20036.

This study reports on the design and successful development of a prototype of a longitudinal enterprise data base. Such a data set is vitally important for intelligent and efficient advocacy purposes on behalf of small business. The development of such a file will provide the SBA with a flexible, analytical alternative to the aggregated data published in the Census Bureau's Enterprise Statistics or County Business Patterns.

An Evaluation of the Accuracy and Current Utility of the 1981 Master Establishment List (MEL)

Muriel Converse and Steven G. Heeringa
1984. 49p. Contract awarded in FY 1982 to the University of Michigan, Institute for Social Research, Ann Arbor, MI 48109.

The SBA's Master Establishment List (MEL) was developed in 1981 to act as a comprehensive list of U.S business establishments. Since the business population is inherently dynamic-with new business establishments being founded continuously and existing businesses closing, merging, or changing ownership aging becomes a critical problem for all lists such as the MEL. This study evaluates the timeliness and accuracy of the MEL.

Feasibility Study for a Survey-Based Small Business Data Base

Harold Nisselson and Joseph Waksberg
1991. 80p. Contract awarded in FY 1989 to Westat, Inc., 1650 Research Boulevard, Rockville, MD 20850.

This research developed recommendations for the design of a probability sample of small nonfarm, non-home based businesses to provide current data on firms and their owners. Several existing sample lists were unavailable because of confidentiality restrictions and commercial lists tend to exclude the newest and smallest firms. The dual frame approach recommended in the study involves developing lists for geographic areas from commercial sources and supplementing these lists by canvassing areas and adding small firms not in the list frame.

This study presents estimates of gross product originating in small business and the methodology used to develop them. Before the development of the methodology used for making these estimates, it was not possible to measure the contribution of small business to gross national product. The estimates presented in this report are annual estimates from 1955 through 1976 for the eight major industry groupings that comprise most of the
nonfarm gross domestic private product.

The 1988 U.S. Establishment and Enterprise Microdata (USEEM) and the 1984-1988 Weighted Linked U.S. Establishment Longitudinal Microdata (USELIM)

Jack Faucett Associates
1990. 130p. Contract awarded in FY 1989 to Jack Faucett Associates, 4550 Montgomery Avenue, Suite 300 North, Bethesda, MD 20814.

The Small Business Data Base's USEEM file contains data on employment, sales, and location for individual enterprises and establishments that have a Dun and Bradstreet credit rating. The USELM file contains longitudinally linked sample microdata on establishments drawn from the USEEM files. The editing process whereby individual business establishments are linked to the firms that own them is a multistep process involving numerous
computer algorithms to check the consistency of unedited Dun and Bradstreet data. This study extends the data base forward to the end of 1988.

Paul Alpar and Daniel M. Spitzer, Jr.
[1989] 42p. Contract awarded in FY 1989 to James Madison University, Department of Marketing, Harrisonburg, VA 22807.

As research on new and small businesses increases, with its reliance on mail surveys, there is a need for increased rigor in the areas of response rates and response quality. The purpose of this study was to analyze the response behavior of founders of new, technologically oriented companies in a mail survey. The results of the study may provide guidelines to improve response quality in empirical research on entrepreneurs.

Testing Confidentiality of Masked Business Microdata

Nancy L. Spruill
1983. 60p. Contract awarded in FY 1981 to the Public Research Institute, 2000 Beauregard Street, Alexandria, VA 22311.

This study attempts to evaluate the confidentiality of microdata protected by law which is released for economic research. The current laws prohibit the release of data which may be linked, either directly or indirectly, to an individual firm. It is found that the number of variables common to released data and public files is of great importance to the level of confidentiality achieved. With large numbers of common variables, grouping of data is the most efficient method of maintaining confidentiality; where few common variables exist, it is found that all releasing strategies provide sufficient levels of
confidentiality.

Joel Popkin and Company
1991. 114p. Contract awarded in FY 1987 to Joel Popkin and Company, 1101 Vermont Avenue NW, Suite 201, Washington, DC 20005.

This study validates the editing rules used to develop the U.S. Small Business Administration's microdata base files, known as the U.S. Establishment and Enterprise Microdata (USEEM) and the U.S. Establishment Longitudinal Microdata (USELM) files. These 1976- 1988 files used unedited Dun and Bradstreet microdata; extensive editing was done to convert them to a data base useful for long-term economic analysis. The validation survey identified a number of areas needing methodological improvements.
