This study provides additional evidence on the feasibility of exploiting the longitudinal enterprise information of the Small Business Data Base for purposes of addressing policy issues of concern to the SBA. Examined in this report are the 1978 characteristics of enterprises which were acquired and the 1980 characteristics of both the acquired businesses and the acquiring establishments. Also presented is a preliminary analysis of employment growth with respect to region, industry classification, employment size of the firm acquiring enterprise, and business age.

This research developed recommendations for the design of a probability sample of small nonfarm, non-home based businesses to provide current data on firms and their owners. Several existing sample lists were unavailable because of confidentiality restrictions and commercial lists tend to exclude the newest and smallest firms. The dual frame approach recommended in the study involves developing lists for geographic areas from commercial sources and supplementing these lists by canvassing areas and adding small firms not in the list frame.

USELM file contains longitudinally linked sample microdata on
establishments drawn from the USEEM files. The editing process
whereby individual business establishments are linked to the
firms that own them is a multistep process involving numerous
computer algorithms to check the consistency of unedited Dun and
Bradstreet data. This study extends the data base forward to the
end of 1988.

Among those companies with less than 1,000 employees, the smallest companies had the fewest errors. In companies with over 1,000 employees, the records were the best. Some errors in the file exceeded mean values.

This study attempts to evaluate the confidentiality of microdata
protected by law which is released for economic research. The
current laws prohibit the release of data which may be linked,
either directly or indirectly, to an individual firm. It is
found that the number of variables common to released data and
public files is of great importance to the level of
confidentiality achieved. With large numbers of common variables, grouping of
data is the most efficient method of maintaining confidentiality; where few common variables exist, it is
found that all releasing strategies provide sufficient levels of
confidentiality.

This study validates the editing rules used to develop the U.S.
Small Business Administration's microdata base files, known as the
U.S. Establishment and Enterprise Microdata (USEEM) and the U.S.
Establishment Longitudinal Microdata (USELM) files. These 1976-
1988 files used unedited Dun and Bradstreet microdata; extensive
editing was done to convert them to a data base useful for long-term economic analysis. The validation survey identified a
number of areas needing methodological improvements.
