Job Summary:

This position is with the United States Agency for International Development's (USAID) Office of Inspector General. The Office of Inspector General's (OIG) mission is to promote and preserve the Agency's effectiveness, integrity, and efficiency through the detection and prevention of fraud, waste and abuse in activities and programs.

You will serve as a member of an audit team, conducting performance audits and financial audits, risk assessments, reviews and other analyses designed to support the efficiency and effectiveness of program and operational activities. Moderate overseas travel may be required.

We may hire at any of the grades shown in this announcement. You are encouraged to identify the grade level(s) or salary for which you wish to be considered.

  • Major Duties:

  • Using applicable theories, techniques, methods and practices of audit, accounting, and program management, conduct comprehensive performance and/or financial audits, reviews, inspections or special studies of agency programs and operations.
  • Ensure compliance with laws, regulations, and standard operating procedures to ensure that programs and operations are being managed economically, efficiently, and effectively.
  • Create and write audit reports and data, ensuring conformance with policies and audit standards.
  • Develop audit plans and make recommendations for objectives, approaches, or audit tests.
  • Assemble and summarize data to assess the efficiency and effectiveness of Agency operations and programs.
  • Prepare written reports for USAID officials that summarizes findings on program operations. Identify the cause and effect of deficiencies or problems, and suggest program improvements.
  • Qualifications:

    All applicants must meet the minimum requirements of the Office of Personnel Management's Qualification Standards Handbook. A bachelors degree in Business Administration or Accounting is preferred, but not required.

    You may qualify for this position based on specialized experience and/or education.

    Specialized Experience: You must have one year (52 weeks) of specialized experience that is directly related to this position. This experience must have provided you with the knowledge, skills, and abilities to successfully perform the duties of this position. Specialized experience must be in or related to the work of this position.

    Specialized Experience and/or Education:

    To qualify for the GS-09 level, applicants must have:

    A. Two full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree; or

    B. One year of specialized experience equivalent to the GS-7 level. Examples of specialized experience include gathering information, conducting interviews, analyzing data, and writing audit findings and recommendations.

    To qualify for the GS-11 level, applicants must have:

    A. Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree related to the position being filled.

    B. One year of specialized experience which is equivalent to the GS-9 level. Examples of specialized experience include assisting in conducting audits, analyzing and evaluating audit recommendations, recommending changes and modifications, preparing summaries, and assessing the efficiency and effectiveness of Agency programs.

    To qualify for the GS-12 level, applicants must have: One year specialized experience equivalent to at least the GS-11 level. Examples of specialized experience include providing leadership in a team setting, planning and organizing the work, conducting audits, analyzing and evaluating audit recommendations, recommending changes and modifications, preparing summaries, and assessing the efficiency and effectiveness of Agency programs.

    TO QUALIFY BASED ON EDUCATION: You must submit copy of transcript or list of courses with credit hours, major(s), and grade-point average or class ranking. You can receive credit for education received outside the United States if you provide evidence that it is comparable to an accredited educational institution in the United States when you apply.

    You must be a U.S. citizen to qualify for this position.

    You must submit to a drug test and receive a negative drug test before you can be appointed into this position.

    In order to qualify for this position, you must be able to obtain a Secret security clearance.

    You must meet time-in-grade restrictions by the closing date of this announcement.

    You will be evaluated to determine if you meet the minimum qualifications required; and on the extent to which your application documents that you posses the knowledges, skills, and abilities associated with this position as defined below.     Knowledge, Skills, and Abilities (KSAs)

    1. Knowledge of analytical and evaluative techniques to conduct a variety of audits, which are of a procedural or factual nature.

    2. Ability to prepare written reports, audit working papers, and correspondence that addresses complex matters.

    3. Ability to work independently.

    4. Skill in giving oral presentations.

    What To Expect Next:
