The Funds

USAID's three special funds— Displaced Children and Orphans Fund , War Victims Fund , and Victims of Torture Fund —are not USAID projects, but funds reserved each year by Congress. The three funds work in more than 40 countries to improve the social, economic, and developmental status of those most in need.

Source: Vietnam Veterans of America Foundation Leahy War Victims Fund (LWVF) assists civilian victims of conflict and other people living with disabilities, primarily those suffering from mobility related injuries.
Link to Victims of Torture Fund index page. Photo of woman from Bangladesh. USAID/Robert Clay. Victims of Torture Fund (VOT) assists in the treatment and rehabilitation of individuals who suffer the physical and psychological effects of torture.

The funds are coordinated by the Bureau for Democracy, Conflict, and Humanitarian Assistance, by means of a fund manager and a technical support contract. The technical support contract provides technical assistance and leadership to missions and regional bureaus through assessments, program design, implementation, monitoring, and evaluation.
