Regional Administrator - Northwest/Arctic RegionJon R. Kvistad, Regional Administrator of the U.S. General Service Administration’s (GSA) Northwest/Arctic Region, has retired and is succeeded by Great Lakes Regional Administrator James C. Handley, the agency announced on June 6, 2008. Handley will manage both regions, effective June 7, 2008. “I thank Jon for his excellent service and wish him well,” said Acting Administrator David Bibb. “I’m also very pleased that Jim Handley has accepted this new assignment. His experience as a member of GSA’s top management team combined with his previous private sector experience make him the ideal person to meet this difficult challenge.” Kvistad held the post from Oct. 22, 2001 until his retirement for medical reasons. In his departing message to regional employees Jon Kvistad said, “I will treasure the memories of working with you, the finest group of people I have ever been associated with. It is my hope that I have added value to our team and, that over my last 7 years with you I have been of service as you work on behalf of our great country. It was a great privilege to be part of the Region 10 family and, as I now leave, I want to wish you all the very best for your continued success and happiness.” Handley’s career spans more than 20 years in government relations in the private and public sectors. He has served as special assistant to the secretary of the U.S. Department of Agriculture; administrator of the Agricultural Marketing Service; and as regional administrator for GSA’s National Capital Region (NCR). He guided NCR through an extensive building expansion initiative and implemented the agency’s strategic planning and total quality management processes. Prior to rejoining GSA, Handley directed government affairs in the Washington office of GTECH Corporation. Handley is a graduate of Eastern Illinois University with a bachelor’s degree in business marketing.
