EPA Announces Proposed Plan and Public Meeting
Ogallala Groundwater Contamination Operable Unit #2, Ogallala, NE

INTRODUCTION

The U.S. Environmental Protection Agency (EPA) is releasing a proposed plan for a remedial action to address ground water contamination at the Ogallala Groundwater Contamination Superfund site Operable Unit #2 (OU #2) in Ogallala, Nebraska.

This Proposed Plan addresses ground water contamination within the eastern portion of the plume that is migrating from the area of Tip-Top Cleaners.

EPA is asking for your comments on the proposed plan. Although EPA is recommending an action to address the contamination, a final decision will not be made until EPA reviews comments from the public. A 30-day public comment period will run from October 14, 2005 until November 14, 2005.

A public meeting will be held on Thursday, October 27, 2005, from 7:00 p.m. to 9:00 p.m. at the City Hall. The community is invited to attend and present comments at the meeting. Written comments will be accepted until November 14, 2005. After all comments are evaluated, EPA will make a decision, which will be published in a Record of Decision (ROD). The ROD will also include a summary of EPA's responses to the comments received during the public comment period.

PUBLIC MEETING AND COMMENT PERIOD

EPA and NDEQ will hold a public meeting to give the community the opportunity to make public comments on the Proposed Plan for the Ogallala OU #2. The meeting will be held October 27, 2005, from 7:00 p.m. to 9:00 p.m. at the Ogallala City Hall, 411 East 2nd Street, Ogallala, Nebraska. Written comments must be postmarked no later than November 14, 2005, and should be sent to:

THE CONTAMINANTS

The only contaminate of concern is tetrachloroethylene (PCE), which is migrating from the Tip Top Cleaners facility. PCE is commonly used in dry-cleaning fluid, spot removers, and degreasers.

ALTERNATIVES FOR REMEDIATION OF GROUND WATER

EPA’s preferred alternative as presented in the proposed plan is In-Situ Chemical Oxidation. All alternatives, except the No Action alternative, include Institutional Controls. EPA encourages the public to review the site information and provide input on EPA’s preferred alternative, as well as the other remedial alternatives.
