Proposed Cleanup Plan Released for Public Comment, BP Products North America, Inc., Sugar Creek, Missouri

INTRODUCTION

The U. S. Environmental Protection Agency (EPA) Region 7 and the Missouri Department of Natural Resources (MDNR) invite you to comment on the proposed cleanup plan for the Crawford and Sugar Creek Areas of a BP Products North America, Inc.'s Former Sugar Creek Refinery.

The public comment period will start on July 25, 2007, and end on September 10, 2007. All comments must be in writing and be sent to one of the agency contacts identified below. Also, EPA and MDNR will hold a public meeting so the public can learn about the proposed cleanup plan. See section below for details.

PROPOSED CLEANUP PLAN

The proposed remedy is outlined in a document called a Statement of Basis. The proposed remedy includes:

BACKGROUND

BP operated a petroleum refinery in Sugar Creek from approximately 1904 to 1982. Refinery operations contaminated soil and groundwater with contaminants such as benzene, ethylbenzene, toluene, and xylene. This contamination has migrated in the subsurface beneath the Crawford Area into Sugar Creek. BP, under the EPA and MDNR oversight, conducted investigations of the former refinery and has evaluated potential alternatives to prevent or control migration or releases of contaminants. The Former Sugar Creek Refinery is approximately seven miles east of Kansas City.    

ADDITIONAL INFORMATION

EPA has assembled the corrective measures study and facility investigation reports, along with other documents relating to site conditions and possible cleanup alternatives in an administrative record for the Crawford and Sugar Creek Areas. EPA encourages you to review the Administrative Record at the following locations and comment on the proposed cleanup plan.

A formal public hearing has not been scheduled but will be held if there is sufficient public interest. Requests for a public hearing must be made in writing to the EPA contact identified above. The request must state the nature of issues to be raised at the hearing. EPA will evaluate requests and hold a formal hearing if it finds that a hearing will contribute to the decision-making process by clarifying significant issues affecting the cleanup remedy.

EPA will make a final cleanup decision at the conclusion of the public comment period after all comments have been reviewed. EPA may modify the proposed remedy or choose another one based on any new information and comments from the public.
