The Toxics and Pesticides Enforcement Division directs EPA's national enforcement programs for the following statutes:

The Division provides national direction and leadership in the development of TSCA, EPCRA and FIFRA enforcement actions, as well as in case resolution, and appeals; provides technical and legal support to the Regions; has the lead in developing certain nationally significant cases; and manages the inspection and enforcement program for TSCA Sections 4, 5, 8, 12, and 13, at the Core TSCA Center, a Division office located in Lakewood, Colorado.

The Lakewood Center was established in 2001 to serve as the focal point for the Core TSCA inspection program. Center personnel are responsible for 1) supporting participating EPA Regional TSCA inspection programs, 2) investigating industry-wide compliance status, 3) inspecting manufacturing facilities and importers in thirty states, 4) providing leadership for national compliance assistance and audit programs, 5) assuring continuity of compliance monitoring and enforcement on a national level, 6) tracking and investigating tips/referrals, and 7) providing TSCA inspector training and guidance.

In addition to case work, the Division, in coordination with the Regional and EPA Program Offices, develops national enforcement policies, including settlement policies and policies encouraging pollution prevention, environmental justice, and innovative enforcement programs. The Division also participates in regulatory development and interpretation. The Division not only corrects and deters violations of the statutes and regulations we are charged with enforcing, but also prevents violations through the innovative use of compliance audit initiatives.

The Division coordinates with the Department of Housing and Urban Development in implementing and enforcing the Lead Disclosure Rule, and also works closely with the Food and Drug Administration, the U.S. Department of Agriculture and the Federal Trade Commission on pesticide-related issues.
