August 21, 1999 Congress failed to enact legislation governing standards with respect to the privacy of individually identifiable health information by this deadline. Therefore, HIPAA requires the Secretary of Health and Human Services to promulgate such standards by regulation. Proposed regulations, based generally on the above recommendations to Congress, are expected to be published this fall for public comment.
October 29, 1999 Clinton Administration Announces Proposed Rules -- Privacy Standards for Individually Identifiable Health Information. Published in Federal Register November 3, 1999; 60-day comment period ends January 3, 2000.
December 10, 1999 HHS announces 45 day extension to comment period; comment period now ends February 17, 2000.

March 30, 2001 Comment period on Final Rule closes.
