| August 21, 1999 | Congress failed to enact legislation governing standards with respect to the privacy of individually identifiable health information by this deadline. Therefore, HIPAA requires the Secretary of Health and Human Services to promulgate such standards by regulation. Proposed regulations, based generally on the above recommendations to Congress, are expected to be published this fall for public comment. |
