Philadelphia Metropolitan Office

What is the Philadelphia Metropolitan Office?

The Philadelphia Metropolitan Office was created to demonstrate and facilitate efficient and effective surface transportation planning and program delivery. In addition, it was created to be responsive to State and local needs through a multi-modal customer service office in Philadelphia.

Why were we created?

In 1996, the U.S. Department of Transportation embarked on a journey to improve its field structure to better serve its customers. One of the results of this effort was the decision to create multi-modal Metropolitan Offices in the heart of four major metropolitan areas -- Philadelphia, New York, Chicago, and Los Angeles.

What area do we cover?

The Philadelphia Metropolitan Office serves the Delaware Valley Regional Planning Commission (DVRPC) for the greater Philadelphia area.

With the establishment of the Metropolitan Office, Federal involvement with planning in the Philadelphia metropolitan area is a cooperative and coordinated effort among the Federal Transit Administration (FTA) Region III Office, the Federal Highway Administration (FHWA) Pennsylvania Division Office, and the Philadelphia Metropolitan Office. The goal is to continue to enhance our service through improved communication with our customers and partners. We are committed to maintaining and building upon relationships that have matured among the various Federal, State, and local agencies as a result of many years of working together. The Metropolitan Office facilitates Federal program communications and participation in the Philadelphia metropolitan area. Issues of regional or bi-state significance will be coordinated through the Metropolitan Office. This arrangement will maintain continuity with our various customers and partners in the metropolitan area.

The Philadelphia Metropolitan Office is responsible for program management for highway and transit projects in the five Pennsylvania counties in addition to interstate transit projects.

Who are we?

The office is staffed by five dedicated individuals as follows:

Carmine Fiscina, Technology and Safety Engineer, FHWA
Amy Fox, Metropolitan Intermodal Engineer, FHWA
Keith Lynch, Community Planner, FTA
Janet M. Kampf, Transportation Program Specialist, FTA
Catherine Githens, Administrative Program Assistant, FTA

All five of these people are available to serve our customers.

Where are we?

The Philadelphia Metropolitan Office is located adjacent to the Federal Transit Administration Regional Office at 1760 Market Street on the fifth floor.
Phone: (215) 656-7070
Fax: (215) 565-7260
TDDY: (215) 656-7269

How do we relate to other U.S. Department of Transportation Offices?

The Philadelphia Metropolitan Office does not have an independent reporting structure. The FTA employees are part of the FTA Region III staff, while the FHWA employees are part of the FHWA Pennsylvania Division. The full resources of the FTA regional office and the FHWA Eastern Resource Center are available to the metropolitan office staff. Although the Federal Railroad Administration, the National Highway Traffic Safety Administration, and FHWA's Federal Motor Carrier Safety Administration, Federal Aviation Administration, Coast Guard, and MIRAD will not be part of the Metropolitan Office staff, information on their programs will be available through the Metropolitan Office.
