Traffic Modeling Framework for Hurricane Evacuation
Abstract:
This study identifies the needs for a decision tool that is capable of modeling hurricane evacuation activities in a timely and accurate manner. To this end, researchers have begun development of a computer-based incident management decision aid system (IMDAS). Based on the current version of trhe system, a sample case study using the highway network of coastal South Carolina was performed and reported herein. The model yielded reasonalble estimations of evacuation time and evacuation route assignments. Further more, the model demosntrated how alternative evacuation plans and traffic operation strategies can be evaluated and implemented. The paper also outlines some future research needs for a working IMDAS.
