Small Systems Implementation Working Group: June 23 and 24, 1999

Executive Summary

The NDWAC Small Systems Implementation Working Group met at the Hyatt on Printer's Row in Chicago, Illinois on June 23 and 24, 1999. Working group members used this meeting to transition their activities from gathering information to identifying and discussing policy issues and strategies.

Peter Shanaghan opened the meeting by thanking the members for their work. He encouraged the group to start the process of formulating recommendations to the National Drinking Water Advisory Council. Peter also regretfully announced that Diane Kiesling would no longer be able to participate in the working group. Ms. Kiesling will not be replaced given the advanced stages of workgroup deliberations.

Each working group member had an opportunity to identify policy issues for further discussion. With the assistance of the facilitator, this list of issues was grouped into seven major categories, as follows:

  1. Capacity Development - helping States get the most out of their Capacity Development Strategies
  2. Universal Service - exploring the concept of universal service and lifeline rates
  3. Institutional Structures - how institutional structures help as well as constrain small systems
  4. Public Awareness - helping customers understand the value of drinking water
  5. Training and Education - particularly for managing bodies of small systems
  6. Unsustainable Systems
  7. Federal Regulations and Guidance - how to continue improving the clarity and substance

Cadmus will develop background papers for each of the above issues. The working group will then use these papers to begin formulating recommendations to the full National Drinking Water Advisory Council.

The working group also agreed on final edits to the two documents : "Small System Regulatory Requirements Under the Safe Drinking Water Act as Amended in 1996," and "Small Water System Characteristics." These documents will go into final production in the coming weeks.

The group agreed to meet again via teleconference in late August 1999, as well as explore the possibility of another meeting in Albuquerque, NM in October 1999.
