In March 2006, the Department of Education (ED) entered into a Memorandum of Agreement with the Department of State and agreed to accept approximately $30 million in foreign donations pursuant to its gift acceptance authority. ED has identified several institutions of higher education to share in this gift of foreign aid for hurricane damage and recovery. Awards will be formula-based and may be used for several purposes related to hurricane recovery including re-construction costs and expenses such as equipment, supplies, circulation materials, tuition, and room and board.
