Federal resource managers must respond to community concerns when faced with problems requiring policy interventions. This task continues development of a tool (the Institutional Response Index System, or IRIS) that can facilitate managers’ understanding of the obstacles and opportunities for achieving community or regional support for solving these problems. IRIS also will allow managers to predict areas of likely natural resource conflicts and present these areas in an interactive, Web-based GIS format. Using IRIS, managers could better answer questions pertaining to community preparation for handling environmental threats such as wildlife-transmitted diseases (West Nile virus, chronic wasting disease, avian influenza), how existing landownership and management patterns would affect the spread or exacerbation of such events, and what kinds of institutions or structures are best suited to dealing with these events.
