The Motor Carrier Safety Assistance Program (MCSAP) and Grants.gov are two resources for States to seek funding and grants opportunities.

On August 10, 2005, President George W. Bush signed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).Under section 4106, States are required to conduct comprehensive and highly-visible traffic enforcement and commercial motor vehicle safety inspection programs in high-risk locations and corridors.

States can fund commercial motor vehicle (CMV) traffic enforcement through SAFETEA-LU. To do so, States must have a State Highway Safety Improvement Program (based on an approved Strategic Highway Safety Plan [SHSP]) in effect. States are encouraged to utilize basic grant funding and apply for incentive and high-priority grants to support program efforts.

Motor Carrier Safety Assistance Program (MCSAP)
MCSAP is a Federal grant program that provides financial assistance to States to reduce the number and severity of crashes and hazardous materials incidents involving commercial motor vehicles. States are encouraged to use their MCSAP basic grant funding for TACT programs. States may also apply for a MCSAP incentive and high-priority grants for TACT.

TACT Proposal
A quality TACT proposal should demonstrate an understanding of the requirements. Although all of the details of how the program will be implemented are not necessarily needed in the initial proposal, the proposal should answer the questions outlined in the Requirements for a TACT Proposal checklist by describing the State?s prior experience, available resources and a brief description of how the requirement will be met or if the requirement cannot currently be met. If applicants have answered many of the questions with a "no," the applicant may not be ready to implement a TACT program. If you have answered "yes" to may of the questions, you may use the TACT Proposal Outline to assist in your proposal preparation process.

Application and Instructions: Visit the 2008 MCSAP High Priority Grant Opportunity page to view or download the application for the TACT program.

Grants.Gov
Grants.gov is a central storehouse for information on over 1,000 grant programs and access to approximately $400 billion in annual awards. States can apply for grants from the 26 Federal grant-making agencies by registering once on this site.
