Explanation: Data from a national evaluation of Upward Bound provides the baseline data. The 2004 plan reflects two changes to the performance indicators and targets. (1). Elimination of project persistence because this indicator does not measure program outcomes. The new indicator has been selected as an interim measure because the national evaluation of UB found a correlation between length of participation in the program and the educational outcomes of the participants. (2). To track separately the effect of the program on higher risk students. This change reflects the findings of the national evaluation of the UB program that found the program has significant effects on higher risk students, along with funding initiatives encouraging UB projects to serve high risk students. The long-term goals for UB are to maintain the current overall enrollment rate while increasing the percentage of higher-risk students who are served, and to increase the enrollment rate of higher-risk students to 37% by 2007. Limitations: The national evaluation has provided baseline data for UB and also provides data on appropriate comparison groups. However, the evaluation cannot be used to measure program improvements on an annual basis.
