MANAGEMENT OVERSIGHT OF THE INFORMATION RESOURCES MANAGEMENT (IRM) PROGRAM.  This Instruction is completely revised to assign responsibilities for management oversight of the Rural Development Information Resources Management (IRM) Program, designate members of the Business Systems Council (BSC), assigned their responsibilities and functions, and provides more Program involvement in the process of determining where Rural Development needs to direct its Information Technology resources.

Exhibit A is completely received to describe the BSC oversight committee or council that reviews the various IRM automation initiatives.
