Exhibit B is completely revised to update the Treasury Judgement rate, effective June 1, 2008.  Also, the Consolidated Farm and Rural Development Act provided for a new rate effective May 23, 2008 for certain Water and Waste Disposal loans.

Chapter 3:

To reflect the requirement for State Offices to Maintain a current list of homeownership education providers.

Chapter 4:

To reflect the language for the Loan Originators to refer qualified applicants to affordable housing products to leverage their Agency loans.

To include the requirement that Field/State Offices follow a second party review process when submitting a request for payoff to the CSC.  If the payoff will be provided to a third party, all documentation must be faxed to the CSC along with the revised Attachment 13-A.

APPLICANT REFERENCE LETTER revised 05-08.  Prescribed in RD Handbook HB-1-3550.  The Form and FMI are revised to remove the Landlord since the rental history is either verified by the Agency’s credit bureau provider or is verified using Form RD 1944-60, "Landlord’s Verification."  In addition, the period of interest is changed to 12 months.  Supplies dated prior to the revision date will be disposed of or recycled.  The outdated electronic version found in UniFi may be used until such time the revision is posted in the system.  This Form and FMI are available on the Rural Development Instructions home page (http://www.rurdev.usda.gov/regs/).  No paper copy distribution of this form will be made, and it will not be stocked in the warehouse.
