Abstract: The Federal Employees Compensation Act (FECA) provides
for the appeal of final decisions of the Office of Workers’ Compensation
Programs (OWCP) to the Employees’ Compensation Appeals Board. The Board
maintains a comprehensive collection of its final dispositions in its offices
in Washington,D.C. Decisions issued since November 1996 are also available in
electronic format on the Internet and from a private publisher. The target
audience for these decisions is the FECA community (appellants, their
representatives, Federal employees administering the Act), law libraries, and
members of the general public interested in workers’ compensation law.
Purpose: Board decisions are public documents and must be
accessible to the public. Prior decisions establish case law and create
precedents in determining current and future appeals.
Agency
Program: The ECAB is an independent entity within the Department of Labor
responsible for reviewing appeals of final decisions of the OWCP under the
FECA. Any person adversely affected by a decision of the Director, OWCP, may
request that the Board review that decision.
