Who May Apply: (specifically) By law, only the Center for Civic Education and the National Council on Economic Education are eligible
for 75 percent of program funds (# 84.304B). The remaining 25 percent is available to support competitive awards to organizations experienced in the development of curricula and programs in civics, government, and economics at the elementary and secondary levels in the United States, and
eligible countries outside the United States (# 84.304A).
Note: The legislation for this program defines the term eligible country as a Central European country, an Eastern European country, Lithuania, Latvia, Estonia, the independent states of the former Soviet Union as defined in section 3 of the FREEDOM Support Act (22 U.S.C. 5801), the Republic of Ireland, the Province of Northern Ireland in the United Kingdom, and any developing country (as such term is defined in section 209 (d) of the Education for the Deaf Act) if the Secretary, with the concurrence of the Secretary of State, determines that such developing country has a democratic form of government. A list of the eligible countries is provided.
