The U.S. Department of Education received more than 1300 applications to the Community Technology Centers (CTC) Program. The program's purpose is to provide access to computers and other forms of information technology in an educational setting to low-income, urban and rural areas, and economically distressed communities. The need for such access was discovered through a U.S. Department of Commerce study showing that persons from affluent households are more likely to own a computer or have access to one. This grant program was designed to remove barriers and increase that access.

The competition was very keen and a majority of the applications were of high enough quality to be funded. However, because we had only $34 million available to make new awards, we could only provide support for 147 grant awards representing 44 States, The District of Columbia, Puerto Rico, and the Virgin Islands. Congratulations to everyone. Although only 147 applicants received an award, they were among a group of very stellar projects.
