FHWA Office of International Programs (OIP)

FHWA's international activities enable domestic partners to gain easier access to technology, information, and markets beyond U.S. borders, and facilitate international access to information and technical expertise in the U.S. public and private sectors.

OIP programs reflect the U.S. Department of Transportation (USDOT) international objectives, which reinforce U.S. foreign policy objectives and promote the physical and economic well–being of U.S. businesses and citizens abroad and at home. FHWA's OIP programs support the activity areas defined in the USDOT International Agenda:

  • Sharing technology and data,
  • Providing technical assistance,
  • Liberalizing international markets for transportation services,
  • Promoting access to foreign markets and involvement by U.S. transportation industries,
  • Promoting harmonization of transportation rules, systems, and standards, and
  • Promoting transportation safety.

OIP activities also support FHWA leadership in shaping the future of highway transportation in the United States by incorporating the agency's four strategic goals into a broad range of interactions with foreign counterparts.

Leadership – FHWA can be an agent of change by proactively identifying emerging transportation needs and issues, leading the way in developing and implementing sound national transportation policy, and advancing and promoting the use of innovative approaches to solve those problems that impact the country's mobility.

Program Delivery Role – FHWA strives to improve our Nation's transportation system by continuously improving the delivery of Federal Highway Programs.

System Performance – FHWA is committed to improving the performance of the highway system – as part of a fully integrated, multimodal transportation system – to the levels needed to help achieve national economic, security, energy, and other goals.

Corporate Capacity – FHWA will emphasize the importance of effectively and efficiently using all resources available to meet current and future missions.

The Office of International Programs' primary activities support both the Department and Agency strategic goals by:

  • Informing the U.S highway community of technology and program innovations abroad that have potential value in the United States,
  • Promoting U.S. expertise, goods and services in foreign countries, and
  • Increasing transfers of U.S. highway transportation technology to foreign countries.
