Procedural Preferences for DIG Acquisitions
Order of preference for DIG procurements equal to or less than the Emerging Small Business (ESB) reserve amount: (1) ESB set-aside, (2) 8(a) set-aside, (3) HUBZone or SDVOSB set-aside, (4) small business set-aside, (5) unrestricted competition.	Order of preference for DIG procurements over the ESB reserve amount: (1) 8(a) set-aside, (2) HUBZone or SDVOSB set-aside, (3) unrestricted competition. Small business set-asides may not be used except for A-E services, non-nuclear ship repair and selected construction codes, as indicated below. Reference: Department of the Interior Acquisition Policy Release 2008-2, 3/11/2008

Notes:

1 - FAR 19.800(e): "Before deciding to set aside an acquisition in accordance with Subpart 19.5, 19.13, or 19.14, the contracting officer should review the acquisition for offering under the 8(a) Program. If the acquisition is offered to the SBA, SBA regulations (13 CFR 126.607(b)) give first priority to HUBZone 8(a) concerns."

2 - The term "unrestricted competition" refers to competitive procedures of FAR Parts 12, 13, 14, 15 or 36, as would otherwise apply to the commodity and dollar value of the procurement.

3 - ESB reserve amounts are defined in FAR 19.1002.
