FHWA Resource Center

CIVIL RIGHTS TEAM

The Resource Center's Civil Rights (CR) Specialists provide training and technical assistance in traditional core civil rights programs which include, but are not limited to: Americans with Disabilities Act (ADA), Contract Compliance, Disadvantaged Business Enterprise (DBE), Environmental Justice, Equal Employment Opportunity (EEO), Internal EEO & LEP, and Title VI issues.

In addition, we offer mentoring and individualized training for FHWA division office or State transportation agencies' civil rights staff to increase expertise based on an organization's self-assessment. We also provide assistance initiating outreach efforts with Tribal governments, guidance and interpretation of CR laws, rules, and regulations; assistance with civil rights program reviews; capacity building of CR program expertise; and measuring Indian Preference in employment on and near reservations through the Tribal Employment Rights Office/Ordinance.

Through the interagency coordination provided by our staff, we jointly host sessions with Federal Transit Administration and the Federal Aviation Administration on the following topic areas:

  • Unified Certification Program for DOT recipients
  • Understanding the new DBE regulations
  • Work with other USDOT agencies to develop strategies and training modules to reduce number of EEO complaints
  • Develop and conduct DBE training for DOT recipients of FTA, FAA, FHWA
