2008

  • On July 16, 2008, the PM-ISE issued the ISE Core Awareness Training Course. The ISE core awareness training is an important undertaking designed to promote the culture of information sharing by effecting changes in attitudes and practices among those who directly interact with terrorism information.
  • The PM-ISE applauds the Departments of Defense and State and the CIA for Best Practices which improve information sharing.
  • July. Ambassador McNamara presents the second Annual Report to the Congress on the Information Sharing Environment (ISE).
  • May. President Bush's May 9, 2008 Memorandum establishes "Controlled Unclassified Information" (CUI) framework, and designates National Archives Records Administration (NARA) as the executive agent for CUI. On May 22, 2008 NARA established the CUI Office.
  • February. Ambassador Thomas McNamara, Program Manager, Information Sharing Environment, releases the Privacy and Civil Liberties Implementation Manual, designed to provide information, resources, tools, and guidance on the ISE Privacy Guidelines. The Manual supports Agencies in understanding and implementing the ISE Privacy Guidelines while minimizing duplication of effort. Please visit ISE Privacy Protections for further assistance.

2006

  • December. ISC Civil Liberties Committee established.
  • December. Senior Leadership Advisory Group and associated implementation teams established to drive Guideline 2 implementation.
  • November. The ISE Implementation Plan News Release
  • November. ISE Implementation Plan approved by the President and released to Congress.
  • November. Approved package of Presidential Information Sharing Guidelines and Requirements published.
  • October. Federal Transition Framework submitted to OMB as part of ISE architecture framework.
  • September. ISE Business Process Working Group established.
  • September. ODNI News Release on Information Sharing
  • September. The ODNI Civil Liberties Protection Officer speaks in Detroit
  • August. Ambassador McNamara's speech to the DNI Information Sharing Conference
  • May. Program Manager Statement for the Record
  • April. PM's office developed a proposed framework for improving sharing with State and local governments that became the basis for the recommendations to the President in response to Information Guideline 2.
  • March. Thomas E. McNamara appointed as PM-ISE.
  • March. Initial Operating Capability (IOC)for Electronic Directory Services (EDS).
  • March. PM-ISE completed a working inventory of existing resources (policies, procedures, programs, systems, architectures, and standards) for terrorism information sharing.
  • March. PM completed an action plan for the development of performance measures to evaluate government-wide performance on terrorism information sharing.
  • March. PM identified and assessed all major enterprise architectures within the counterterrorism community and developed an enterprise architecture approach for adopting common standards on information sharing.
  • February. ISC identified "Test Bed" Initiatives to advance policy, process and technical development of the ISE includes Suspicious Activity reporting, Biometric and Terrorism nexus candidates.
  • February. The PM and ISC spearheaded change in support of the efforts of the Information Security Oversight Office to update Executive Order 12958 in response to recommendations of the WMD Commission.
  • January. Inventory of Agency & Department key Information Sharing Initiatives completed.
  • January. Interim ISE Interim Implementation Plan forwarded to Congress by PDDNI.

2005

  • December. President issues a Memorandum to the Heads of Executive Departments and Agencies defining two requirements and five guidelines prioritizing information sharing efforts.
  • November. ISC Charter approved.
  • November. Inaugural Meeting of ISC.
  • November. Program Manager Statement for the Record
  • October. The President issues Executive Order 13388, replacing EO 13356. Established PM-ISE as Chair of Information Sharing Council (ISC).
  • July. Program Manager Statement for the Record
  • June. The Program Manager, Information Sharing Environment releases its Preliminary Report on the Information Sharing Environment.
  • April. President appointed first Program Manager, Information Sharing Environment (PMISE) per IRTPA direction.
  • June. President directed PM assignment to the ODNI.
  • June. Preliminary Report on Creation of the Information Sharing Environment delivered to Congress in accordance with IRTPA Section 1016(c).
  • March. Commission on the Intelligence Capabilities of the United States Regarding Weapons of Mass Destruction issues recommendations on information sharing. The President adops the majority of the recommendations.

2004

  • August. The President issues Executive Order 13356, Strengthening the Sharing of Terrorism Information to Protect Americans.

2003

  • July. The President issues Executive Order 13311, Homeland Security Information Sharing.

2002

  • November. Homeland Security Act passed by Congress. Establishes the Department of Homeland Security.

2001

  • October. Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism (USA PATRIOT) Act passed by Congress.
  • September 11. Terrorists attack and destroy the World Trade Center towers.
