United States Coast Guard Deepwater Project - NEPA Process Review of Select Major Acquisitions

The United States Coast Guard (USCG) is considering major acquisitions that will replace all major operational resources, called the Deepwater Project. The Deepwater Project is the largest and most comprehensive re-capitalization effort in USCG history. With its broad scope and innovative "system of systems" approach, the Deepwater Project will deliver the tools the USCG requires to provide America's safety and security in the 21st century. The project will result in an integrated system of command, control, communications, intelligence, surveillance and reconnaissance assets for both surface and air capabilities.

As part of the Deepwater Project, the John A. Volpe National Transportation Systems Center (Volpe Center) provided technical environmental support to the USCG. The Volpe Center conducted a high level review of major federal acquisitions and their related environmental issues. The objective of the work was to analyze the environmental requirements related to select major federal acquisitions in an effort to facilitate USCG's understanding of the National Environmental Policy Act (NEPA) process for various types of systems. An understanding of NEPA requirements and early planning will facilitate Deepwater initiatives. The USCG Deepwater Project Office will be able to utilize the information presented in this report to predict and avoid potential pitfalls in the NEPA process related to future major acquisitions of prospective systems. The Volpe Center support identified related environmental issues and potential stakeholders. The information on the environmental issues and potential stakeholders can be used early in the NEPA process, as part of scoping. With an early and informed scoping process, the USCG Deepwater Project Office could avoid potential NEPA related process concerns, saving both time and money. While unique issues will arise with each procurement, the information provided by the Volpe Center is an important tool to identify the potential environmental issues pertaining to related Deepwater systems.
