Situation:The Aeronautical Systems Center (ASC) at Wright Patterson AFB needed to replace an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for advisory and assistance services encompassing financial assistance, technical, engineering, and program and project management. The ASC was facing diminishing contracting resources and also had a policy requirement to make awards to small businesses. A GSA Blanket Purchase Agreement (BPA) solution was proposed.

Solution:Members of the Services Acquisition Center (FCX), Management Services Center (MSC) and ASC proposed a GSA BPA teaming arrangement consisting of multiple BPA teams. Each team on the BPA had to encompass the scope of work of three GSA schedules: 871 Professional Engineering Services; 874 Management Organizational and Business Improvement Services (MOBIS); and 872 Auditing and Financial Services in order to satisfy the scope of work requirements of the expiring ASC IDIQ contract. The BPA teams had to be led by a small business, allowing for small business social economic credit for task orders issued from the BPA.

Results:ASC's BPA was put in place on time and is operational in less time and costs than if they had to use a full and open procurement to re-establish their previous IDIQ. GSA has been a strategic partner for ASC in this effort providing ongoing guidance and outreach..
