The United Nations Climate Change Conference in Poznań will be a milestone on the road
to success for the processes which were launched under the Bali Road Map. The meeting comes
midway between COP 13 in Bali, which saw the launch of negotiations on strengthened
international action on climate change, and COP 15 Copenhagen, at which the negotiations are
set to conclude.
The conference will include the 29th sessions of the Convention’s subsidiary bodies -
SBSTA and SBI – as well as the 4th session of the AWG-LCA and the 2nd part of the 6th
session of the AWG-KP. The Poznań meeting, which is expected to draw around eight
thousand participants, will both advance international cooperation on a future climate change
regime and ensure progress on key issues.

The road to Copenhagen 2009
At the Climate Change Conference in
Bali, Parties to the UNFCCC decided to launch formal negotiations on a strengthened
international deal on climate change. These negotiations are set to be concluded by the end
of 2009 at the Climate Change Conference in Copenhagen. To conduct the process, a subsidiary
body under the Convention was set up, called the Ad Hoc Working Group on Long-term
Cooperative Action under the Convention (AWG-LCA).
AWG-LCA documents and submissions
To discuss future commitments for industrialized countries under the Kyoto Protocol, the
Conference of the Parties serving as the Meeting of the Parties to the Kyoto Protocol
established a working group in December 2005 called the Ad Hoc Working Group on
Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP). The AWG-KP is also set to complete
its work by the end of 2009.

On the occasion of the opening of the Beijing High-Level Conference on Climate Change:
Technology Development and Technology Transfer, Yvo de Boer pointed out that current
arrangements for technology transfer have been insufficient. He stressed that technology and
finance underpin enhanced mitigation and adaptation action, and that technology is crucial for
an ambitious outcome in Copenhagen 2009.

Pre-sessional workshop on the second review of the Kyoto Protocol pursuant to its
Article 9
Athens, Greece

This pre-sessional workshop was held in preparation for the second review of the Kyoto
Protocol pursuant to its Article 9, which will take place at Poznań in December. The
workshop achieved its main objective, which was to get a good understanding of positions of
Parties and an assessment of what can be achieved in Poznan and how. Central to the exchange
of views were the issues of: extending the share of proceeds to Joint Implementation and
Emissions Trading to meet the costs of adaptation; improving the mechanisms; and facilitating
participation in the Clean Development Mechanism.

workshop is to share the key findings of the update and to receive feedback, identify gaps
and prioritize needs for further work on investment and financial flows to address climate
change that can be undertaken by interested organizations.

REDD Web Platform launched

A new web platform aimed at sharing information on reducing emissions from deforestation and
forest degradation (REDD) in developing countries has just been launched. The main aim of this
new web portal is to facilitate access by developing countries to information made available by
Parties, relevant organizations and stakeholders in a number of related areas.
