Description:

Objective:

The objective of the University of Southern California (USC) Children’s Environmental Health Center (CEHC) is to develop a better understanding of how host susceptibility and environmental exposures contribute to children’s respiratory disease.  This research will provide health and environmental officials with a variety of useful intervention tools.  USC is investigating the relationship between environmental tobacco smoke (ETS) and asthma in children.  This Center is determining the biological mechanisms by which ETS alters normal allergic responses in children.

The Administrative Core of the CEHC , located at the Keck School of Medicine of USC , supervises and coordinates a multi disciplinary and multi-institutional effort for the research and outreach in children’s environmental health issues, in particular, as they relate to air pollution and respiratory disease and prevention.

The Community Outreach and Education Program (COEP) of CEHC connects an interdisciplinary team of scientists from USC and the University of California at Los Angeles (UCLA) with other researchers studying issues of children’s environmental health, as well as with community-based organizations and others interested in children’s environmental health issues.  The COEP program at the Keck School of Medicine of USC began when the National Institute of Environmental Health Sciences (NIEHS) funded the Southern California Environmental Health Sciences Center (SCEHSC) in 1996.  The CEHC has allowed an expansion of partnerships with community-based and public health organizations, as well as with health care providers and schools, particularly around issues of asthma.

The primary objectives of CEHC’s COEP activities are to:  (1) create awareness of new problems and research opportunities in children’s environmental health that are relevant to the community; (2) collaborate with community-based organizations and community-focused institutions on projects involving children’s environmental health issues; (3) provide support to Center members by linking their research efforts with interested community organizations; (4) identify and respond to programmatic needs and requests concerning environmental health issues that affect children that are raised within the community; and (5) promote education about children and environmental health issues in kindergarten to grade 12 (K-12) school programs.

Progress Summary:

Administrative Core

The CEHC developed new and ongoing collaborations and accomplishments both within its structure and with USC, UCLA, and the community as part of its research and outreach missions. The research and community outreach accomplishments are described in a subsequent section. Specifically, the Administrative Core was involved in the following activities: 

Significance.  The CEHC has allowed expansion and synergism of research and community interactions that heretofore were not present in our institutions and communities.

Community Outreach and Education Program

The COEP has developed a number of significant ongoing collaborations that facilitate CEHC’s research and outreach on issues involving children and environmental health issues. Ongoing collaborations include: 

Asthma and Children.  The CEHC is actively involved in outreach activities and faculty serve as advisers in two asthma intervention projects funded by the State of California Proposition 10 (tobacco) money and another funded by the Robert Wood Johnson Foundation (RWJF).  One project is a partnership led by the Asthma and Allergy Foundation of America (AAFA) in Los Angeles County; the second is a partnership led by Latino Health Access in Orange County; and the third is a partnership of many groups in Long Beach (the latter funded by RWJF).  

KICK Asthma LA.  Ms. Hricko, t he COEP director, continues to work on Keep Improving Control of Kids’ Asthma in Los Angeles (KICK Asthma LA), which is nearing completion.  This project includes the following collaborators:  Mothers of East Los Angeles—Santa Isabel; American Lung Association of Los Angeles County; City of Los Angeles Environmental Affairs Department; Environmental Protection Agency—Child Health Champion Program; Francisco Bravo Medical Magnet High School; Murchison Elementary School; school nurses at nine elementary schools in El Sereno; various health clinics and hospitals; and local businesses.

Environmental Justice Issues and Children:  Environmental Health Coalition (EHC), San Diego.  The CEHC faculty and staff are working with this group on issues dealing with children and air pollution.  Ed Avol has been working with the EHC on evaluation of air monitoring results in Barrio Logan, a low- income community of San Diego; Dr. Rob McConnell is working on burden of disease issues, utilizing asthma data from a community clinic; and Ms. Hricko has been working with EHC staff to develop and teach a high school curriculum on air pollution.  These efforts are part of a joint grant between EHC and USC, facilitated by the COEP.

Boyle Heights Mejoramiento.  Ms. Hricko has worked closely with this group on its concerns about the effect of truck exhaust and noise pollution on school children’s respiratory health in an area of dense diesel truck traffic.  She has advised an Occidental College student who compared a noisy school in Boyle Heights and a quiet school with regard to sound levels as part of her senior project, utilizing equipment purchased by the COEP.

Communities for a Better Environment (CBE).  The COEP Director is working with CBE in developing a section of its environmental leadership training manual to include asthma issues, as part of the collaboration of the asthma intervention study directed by Drs. Craig Jones and Rob McConnell.

Future Activities:

During Year 4 of the project, the Administrative Core will encourage further progress of research projects, continue recruitment for a New Scientist (faculty), and continue development of the CEHC Web Site.

The COEP anticipates continuing its asthma-related work in the community and its assistance to local groups concerned about environmental health problems. It has broadened its environmental justice activities through the recent funding of an NIEHS Environmental Justice Partnerships in Communication grant to the EHC, in which Andrea Hricko, Rob McConnell, and Ed Avol are partners.

The CEHC is a cosponsor of a major Town Hall Meeting taking place in December 2001:  Voices for Healthy Environments, Healthy Communities, Healthy Jobs. Center faculty will be involved in the meeting as leaders of panels and workshops.
