North Ridge Estates Asbestos Site

Site Summary

North Ridge Estates is a residential subdivision located approximately three miles north of Klamath Falls, Oregon. The site is contaminated with asbestos-containing materials (ACM) resulting from the demolition of approximately eighty 1940s-era military barracks buildings. EPA is conducting a Remedial Investigation and Feasibility Study (RI/FS) at North Ridge Estates to evaluate cleanup alternatives and decide on a final remedy for asbestos contamination at the site.

The draft Feasibility Study (FS) Report (PDF) (134 pp. 3.6MB to start) was released in June 2008. The FS is a large report that evaluates a range of viable cleanup alternatives for North Ridge Estates. The draft Remedial Investigation (RI) Report for North Ridge Estates was completed March 2008. This DRAFT report provides the results of the asbestos contamination investigation at the site. Copies of the RI Report are also available by request.

Complementary to the EPA cleanup planning process, the Oregon Department of Environmental Quality is hosting two workshops in late July to solicit recommendations from the community about options for environmental restoration of properties at North Ridge Estates, including exploring concepts for funding needed work. EPA conducted a series of emergency removals between 2003 and 2005, but were unable to mitigate unacceptable risks to residents of the site. Residents were temporarily relocated from the site for three months in 2005. In January 2006, the developer entered a consent decree to permanently relocate the majority of the residents.
