Karlynn Cory

Cory serves as an energy analyst at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) in Golden, Colorado and has 12 years of experience analyzing renewable energy policies and U.S. electricity markets. She has an in-depth understanding of investor requirements to get renewable energy projects financed as well as policy tools that can be used to encourage increased capital for renewables. She has extensively evaluated renewable energy certificate (REC) markets for renewable portfolio standards and voluntary green power markets.

Before coming to NREL, Cory was a business development manager at the Massachusetts Technology Collaborative in Westborough, Mass. She holds a Masters of Science Degree in technology and policy from the Massachusetts Institute of Technology and a Bachelors of Science Degree in mechanical engineering from Tufts University.

Jason Coughlin

Since 2006, Coughlin is a project manager at NREL who advises U.S. cities on the financial aspects of installing large PV projects as part of the DOE Solar America Cities Program.

From 1998-2005, Coughlin was a corporate finance banker with Wachovia Securities. He has an undergraduate business degree from State University of New York at Binghamton, a Masters Degree in international business from the University of South Carolina, and a graduate certificate in environmental policy from the University of Denver.

Tschudi leads the LBNL data center and clean room energy efficiency projects and is a licensed mechanical engineer with over 35 years of experience in design of industrial facilities and power plants.

State Clean Energy Scorecard: Renewable Energy Performance and Policy Rankings

In 2008, DOE, NREL, and American Council for an Energy Efficient Economy completed the Clean Energy Scorecard that ranks states on the performance and on the breadth of clean energy policy portfolios. This presentation by NREL Senior Analyst Elizabeth Brown will provide an overview of the methodology used to rank the states, present the 2007 rankings, and provide a list of resources for states looking to move up in the rankings.
