The SDWA Amendments of 1996 (Pub. L. 104-182) authorize a Drinking Water State Revolving Fund (DWSRF) to assist public water systems to finance the costs of infrastructure needed to achieve compliance with SDWA requirements and to fund other activities to meet the public health objectives of the Act. Section 1452 of the Act authorizes EPA to award capitalization grants to States to create a fund from which the state can provide low cost loans and other types of assistance to eligible systems for water system improvements. The intent of the legislation is to create within each state a fund that is self-sustaining through repayment of loans by water systems, thereby maintaining a source of funding for current and future needs.
The unit provides advice and assistance to state governments on matters relating to the development, execution, and monitoring of the Safe Drinking Water Act State Revolving Fund (SRF) program. This includes reviewing, analyzing, and recommending modifications of programs developed by states to implement the SRF; developing and analyzing data and preparing reports for state SRF programs and similar activities.
