Road Rehabilitation in Georgia
Evaluation Description
The Samtskhe-Javakheti (S-J) Road Rehabilitation is part of Georgia’s five-year Compact that was signed in September 2005. The activity will rehabilitate 171 km of one of the main east-west roads traversing the country and will link the capital of Tbilisi to eastern and southern Georgia.
The impact assessment will combine a geographic information system (GIS) model with propensity score matching (PSM) to measure the change in average incomes in communities along the road as well as evaluate the change in business development before and after the rehabilitation. The GIS model also will be used to calculate an “access index” for all communities near the road, to provide a measure of relative proximity to the road. That index becomes the determinant of which communities are in the “treatment” group and which will be in the “control” group and compared over time. The PSM matching will provide further points of comparison among communities.

Data Collection
- Department of Statistics Integrated Household Survey (IHS): The national household survey will be expanded to provide community-level data that will support assessment of income and other effects on beneficiaries.
- Village Infrastructure Census: A new nationwide census that will collect data on available infrastructure and its quality, use, and accessibility in every village in Georgia.
- An ad-hoc settlement infrastructure survey will provide a closer look at infrastructure access in the communities identified for the treatment and control groups.
