Security Regulations

The Federal Docket Management System (FDMS) in Regulations.gov is a U.S. Federal Government Internet database system that facilitates public participation in the Federal regulatory process by improving the public's ability to find, view, and comment on all Federal regulatory actions. TSA stores official public records on published proposed and final regulations, public comments on proposed rules, related information, and certain other documents, such as Privacy Act System of Records Notices on this electronic FDMS Docket system. TSA uses this docketed material when making regulatory decisions. Docketed material is available for review by interested parties online at Regulations.gov, or in person at our physical U.S. Department of Transportation's (DOT) Docket Management Facility.

Regulations.gov Web site: Interested parties can use the Internet online viewing, search, submission, and retrieval of docketed information 24 hours per day, seven days per week by accessing the Regulations.gov Web site. For detailed instructions on how to use the features on Regulations.gov, click on the Help menu item located on the main navigation bar on any screen or the User Guide option on the "How to Use This Site" menu item on the Regulations.gov homepage. The Help function will display relevant information related to the section of the application you are in. The Help button is included on every Regulations.gov screen. If you need additional assistance using Regulations.gov, please call 1-877-378-5457 (1-877-ERUL-HLP). Help Desk hours are from 8 a.m. to 5 p.m. ET, Monday through Friday. You may also use the online submission form at any time by clicking on the Contact Us button at the bottom of any Regulations.gov screen or the Contact Us for Help option on the "How to Use This Site" menu item on the Regulations.gov homepage.

Docket Management Facility: The DOT Docket Management Facility is the official focal point for the receiving, reviewing, and processing of TSA's rulemaking material. The DOT Dockets Office also provides a physical facility and staff to assist the public. The Dockets Office reviews incoming materials to assure they meet filing requirements; the materials are registered, scanned, quality assured, and saved to optical disc in FDMS. Interested persons may retrieve the image through the FDMS via the Internet (as described above) or by physically visiting the public access room to access docketed information or hand deliver documents to be docketed. You may also communicate with docket operations personnel by phone or fax. The access room is equipped with state-of-the-art computer workstations, permitting fast retrieval of information and enhanced search capabilities. Customer service staff are on-hand to answer inquiries regarding the computer equipment, docket, and coordination programs.

The DOT Docket Management Facility, equipment, and staff are located on the West Building Ground Floor, Room W12-140, at 1200 New Jersey Avenue, SE, Washington, DC 20590. Hours for the facility are 9 a.m. to 5 p.m., Monday through Friday, except Federal holidays. The Docket Operations telephone number is (202) 366-9826 and the fax number is (202) 493-2251.
