ENHANCEMENT OF THE FPI CONSTITUENT RELATIONS/OMBUDSMAN'S ROLE

FPI Board of Directors Action, October 24, 2002

FPI’s Board of Directors, at its October 24, 2002 meeting, approved an enhancement of the FPI Constituent Relations/Ombudsman role. The Constituent Relations/Ombudsman will work in tandem with the Board to narrow the communications gap between the private sector and FPI, identify the credible issues, and put them on the table for healthy debate and consensus resolution.

The primary role of FPI’s Constituent Relations/Ombudsman has been to serve as a liaison to persons and entities having business and/or issue with FPI. For example, currently, the Constituent Relations/Ombudsman:

~ maintains open lines of communication through direct telephone access, dedicated web access, and in-person meetings with the private sector, special interest groups, trade associations, labor and Federal agencies;
~ facilitates meetings and negotiates to ensure that all sides of an issue are presented, fairly debated, and that equitable, workable solutions are reached;
~ recommends policy/procedural changes in an effort to improve service/value to customers; 
~ reviews internal management decisions to determine that they impact fairly on private industry/labor;
~ provides federal customers a method by which their appeals to unfavorable waiver decisions will be objectively resolved.

As a result of the Board’s recent action, the FPI Constituent Relations/Ombudsman will serve as an adjunct to the FPI Board of Directors, by: 

~ hosting independent brainstorming sessions with industry to identify “out of the box” solutions for eventual presentation to the Board;
~ facilitating the completion of action items, as directed by the Board);
~ organizing/coordinating discussions between private sector parties and FPI management to discuss matters of mutual impact/import. 

The Board looks to the FPI Constituent Relations/Ombudsman to formulate “outsider” issues in their most representative light, and to encourage their resolution through logical reasoning and deduction. 

FPI also supports the Board’s use of this position as a means to move forward with industry with collaborative action to foster workable business solutions, while maintaining the tenets of FPI’s mission.
