Program Executive for Checkpoint Evolution

Stephanie Rowe became TSA’s Program Executive for Checkpoint Evolution in November 2007. Checkpoint Evolution is the most significant advance in security operations that TSA has undertaken since the agency's inception. It is TSA's highest priority initiative.

The program requires a complete re-engineering of the passenger screening process and includes deploying next-generation detection technologies, implementing checkpoint communications infrastructure, redesigning screening operational processes and introducing new threat awareness techniques. Most critical to the program's success is the transformation of the 47,000–strong TSA security operations workforce. Deterring ever-changing terrorist methods requires empowered front-line security personnel that have advanced beyond compliance enforcement and more actively engage and mitigate security threats directly.

Rowe formerly served as assistant administrator for Transportation Threat Assessment and Credentialing (TTAC) from November 2005 to 2007. In this role, Rowe supervised a vetting and credentialing operation comprised of 8 million customers in populations vetted by TSA. She supervised a workforce of more than 400 employees and contractors with an annual budget of $120 million. In addition, she was responsible for reorganization of the Secure Flight initiative and for deployment of the Transportation Worker Identification Credential (TWIC), a biometric identification system that is used by more than 500,000 transportation workers.

Prior to joining TSA, Rowe worked for more than 15 years as a successful business consultant, including as a senior executive at Accenture, LLP. She consulted with public and private sector clients to manage complex, large-scale SAP (business enterprise technology) implementations and change initiatives, including human performance, business process re-engineering and information technology programs.

Between 2002 and 2005, Rowe specialized in programs related to homeland and transportation security. Her skills and experience are in business architecture, process design, technology implementation, program management, organizational and job design, communications and training.

Rowe earned a Bachelor of Science degree in business administration from Bowling Green State University, majoring in Management Information Systems.
