Domenico C. Cipicchio

Assistant Administrator for Acquisition

Domenico Cipicchio became TSA's assistant administrator for acquisition and chief procurement executive in July 2008.

He is a business advisor to TSA's leadership and is responsible for an annual $2 billion acquisition program, one of the largest and most complex in the Department of Homeland Security. TSA's acquisitions include major systems, operational contracting, construction, leasing, research and development, grants and other types of financial assistance.

Cipicchio reviews investments, awards, contracts, interagency agreements and other transactions. He is also responsible for the development of the contracting workforce and acquisition policy.

Prior to joining TSA, Cipicchio was the director of Contract Operations Support and Oversight at the Department of Homeland Security where he provided support to and oversight of contract operations at all DHS components. He was responsible for Department-wide issues related to the acquisition workforce, including recruitment, training and certification.

Previously, Cipicchio was the deputy director for Policy, Defense Procurement and Acquisition Policy at the U.S. Department of Defense from May 2001 to June 2006 and served as the deputy director, Defense Procurement (Foreign Contracting) from 1998 to 2001.

From 1976 to 1998, Cipicchio served in a variety of contracting positions including senior procurement analyst in the Office of the Secretary of Defense; procurement analyst in the Office of the Assistant Secretary of the Navy; contracting officer at the Naval Sea Systems Command; contract negotiator at the Naval Air Systems Command; contract administrator at the Defense Fuels Supply Center; and procurement agent at the Tobyhanna Army Depot.

Cipicchio holds a Bachelor of Science degree from Gannon College (Erie, Pa.) and a law degree from Catholic University, where he served on the Law Review.
