The TSGP is one of five programs that constitute the Department of Homeland Security (DHS) Fiscal Year (FY) 2008 focus on infrastructure protection activities, which are designed to strengthen the nation's critical infrastructure against risks associated with terrorism. It provides security funding to owners and operators of transit systems, including passenger rail and intracity bus. Tier I consists of the eight highest risk transit regions. Tier II consists of other large urban areas. Tier II grants are awarded on a competitive basis.

DHS works collaboratively with our security partners to implement grant programs that reduce risks to our nation’s transportation systems. Here’s how.

FY 2008 TSGP priorities include security training of frontline employees, operational deterrence initiatives, drills and exercises, and public awareness programs. TSGP also funds anti-terrorism measures that help protect underwater/underground infrastructure, high density elevated operations, multi-user high density stations and terminals, and Supervisory Control and Data Acquisition (SCADA) systems.

On May 16, 2008, DHS announced the $16.9 million in awards to Tier II agencies. An additional $6 million was re-competed in June 2008 per the Secretary's request to fund Tier II at a comparable level to 2007.
