NCES 2003010 Programs for Adults in Public Library Outlets
This report presents data on programs for adults in public library outlets. NCES used its Fast Response Survey System (FRSS) to collect data from public library outlets in fall 2000 about three areas of interest for adult programming: adult literacy programs, programs for adult lifelong learning, and Internet access for adult independent use. Programs were defined to mean planned activities for groups or individuals that are offered by libraries to provide information, instruction, or cultural enrichment. This report provides information about the extent to which public library outlets offer adult literacy programs, the types of literacy programs offered (adult basic literacy skills, pre-GED, GED, family literacy, and English as a second language instruction for adults), groups for which literacy programs are specifically offered, and reasons that library outlets do not offer adult literacy programs. Information is also provided about nine types of adult lifelong learning programs offered by public library outlets (book or film discussion, cultural performances, recreational activities, employment and career guidance, college/continuing education guidance, financial planning/investment information, parenting skills, citizenship preparation, and computer/Internet instruction), groups for which adult lifelong learning programs are specifically offered, and barriers to providing lifelong learning programs for adults with learning and/or physical disabilities. The report also presents information about the extent to which public library outlets provide access to the Internet to adults for their independent use, and barriers to providing such access.

NCES 200108 Assessing the Lexile Framework: Results of a Panel Meeting
A review of the Lexile Framework (LF) was conducted by five expert panel members through readings, the preparation of brief individual reports, and participation in a meeting held on April 26, 2001 in Washington, D.C. The LF is a linguistic-theory-based method for measuring the reading difficulty of prose text. The panel’s charge was to provide NCES with informed judgment on the theoretical underpinnings and construct validity of the Framework. Specifically, panel members were asked to address the Lexile Framework’s basis in linguistic theory. The paper details conclusions and recommendations from the panel’s deliberations; attachments include the reports from each panel member and comments from the LF developers.

NCES 2001534 Adult Literacy and Education in America
This report analyzes the literacy proficiencies of the nation’s adults in relation to their schooling, with a special focus on adults who did not complete high school, those whose proficiencies were below average, and those who enrolled in programs to improve their basic literacy. The findings were based on data from the 1992 National Adult Literacy Survey. Field staff for this survey interviewed nearly 13,600 individuals aged 16 and older throughout the nation, as well as adults 16 to 65 years old in each of eleven states that chose to participate in a special study designed to provide state-level results. This 1992 survey measured literacy proficiencies using performance across a wide array of tasks that reflect the types of reading materials and literacy demands that adults encounter in their daily lives.

NCES 1999470 Literacy in the Labor Force: Results from the National Adult Literacy Survey
This report analyzes the literacy proficiencies of the nation’s civilian labor force, as well as the employed and unemployed, and selected demographic and socioeconomic subgroups of employed civilians. It also compares literacy skills found in major occupations and industries, and analyzes the relationship between literacy proficiencies and wages. The basis for the findings reported here is data taken from the National Adult Literacy Survey. NCES 2001457 Technical Report and Data File Users Manual for the 1992 National Adult Literacy Survey
The National Adult Literacy Survey, conducted by the National Center for Education Statistics (NCES), was designed to measure the nature and extent of literacy skills among the adult population, age 16 and older. The “Technical Report and Data File User’s Manual For the 1992 National Adult Literacy Survey” provides details on the sample design, weighting, scaling, treatment of missing data, instrument development, data collection, data analysis, and description of various literacy levels for the assessment. The Technical report also provides sample SAS and SPSS programs used to implement the jackknife procedure to estimate standard errors.

NCES 200008 Evaluation of the 1992 NALS Background Survey Questionnaire: An Analysis of Uses with Recommendations for Revisions
This report describes how social science researchers and other experts have analyzed data from the National Adult Literacy Survey (NALS) since the public release of the data in 1993 to serve a variety of educational, social policy and scientific purposes. The particular focus of the report pertains to researchers’ uses of the English Background Questionnaire (EBQ) portion of the NALS. The data were gathered by surveying NALS data users about how they have used the EBQ data, their perspectives on the strengths and weaknesses of the EBQ, and their recommendations for changes to the EBQ. A content analysis of published research papers that have involved analyses of the EBQ data to determine how the data were used in these research analyses was also conducted. Finally, we drew upon the recommendations garnered by a series of focus groups conducted by the American Institutes for Research in 1998. After integrating these sources with our own analyses of the NALS data, we recommend several changes to the EBQ for future adult literacy assessments. These are as follows: (1) expand the questions pertaining to educational experiences including adult basic education and other nonformal types of educational experiences; (2) expand the section on social and political participation or move the current items to other areas and delete this section; (3) add an item on voter registration; (4) acquire more detailed information regarding work history, wages and parents’ occupations; (5) expand the section pertaining to literacy practices; and (6) gather information on technological literacy practices.

NCES 200009 Demographic Changes and Literacy Development in a Decade
This paper considers several interrelated topics: (1) anticipated demographic changes in the U.S. adult population age 16 and over in the decade between the National Adult Literacy Survey (NALS) of 1992 and the National Assessment of Adult Literacy (NAAL) scheduled for 2002; (2) implications of these demographic changes for interpreting changes observed over the intervening decade in national and state adult literacy proficiency profiles; and (3) implications of anticipated demographic changes for the NAAL methodology, including the content of the background questionnaire, the sampling design, and other survey and assessment procedures. A demographic model of adult literacy proficiency will be described that links changes in literacy proficiency to compositional and maturational changes in the adult population. The model is used both to project future changes in the adult population’s literacy as well as to disaggregate observed past changes in literacy proficiency into compositional and maturational components.
